The Supervisory Management and Program Analyst (Supervisor Studies and Analysis Officer) is responsible for coordinating, managing, and supervising the work and staff of the Benefits Equity Research and Studies unit. The Benefits Equity Research and Studies unit focuses on assessing the outcomes of VBA benefits programs across demographic variables through a framework that considers political, economic, socio-cultural, technological, legislative, and judicial factors.
Summary

The Benefits Equity Research and Studies unit focuses on assessing the outcomes of VBA benefits programs across demographic variables through a framework that considers political, economic, socio-cultural, technological, legislative, and judicial factors.
The Supervisory Management and Program Analyst (Supervisor Studies and Analysis Officer) directs the work and staff of the OEA Benefits Equity Research and Studies unit. The incumbent promotes the goals of the organization, the unit, and the individual. Coordinates goals, priorities, staff resources, productivity, quality, and general activities with higher-level leadership. Gives advice, counsel, and instruction to employees on both work and administrative matters. Creates and maintains a working environment that is free of discrimination, assures inclusion, encourages authenticity, and promotes engagement.
The incumbent monitors subordinate completion of assignments, including special projects. Set priorities; plans and coordinates work efforts; assesses work efforts for resource or workload issues and adjusts work assignments to meet work requirements; reviews and approves work products; and ensures agency, administration, or office policies, procedures, and priorities are being followed. Ensures application of appropriate problem-solving methods and techniques; provides guidance on work methods, practices, and procedures; analyzes and evaluates on a qualitative and quantitative basis the effectiveness of operations in meeting established goals and objectives.
The incumbent evaluates the performance of the team and establishes and evaluates employees against individual performance standards. Develops and implements plans to recruit, train, retain, motivate, empower, and advise employees. Establishes timely and meaningful individual performance standards of assigned staff and regularly evaluates the performance of assigned staff against individual performance standards. Recognizes employee accomplishments. Assures performance standards between team members are equitable. Finds ways to improve work output and work quality within the area of authority.
The incumbent conducts all aspects of personnel management for assigned staff, to include but not limited to: interviews candidates for positions and submits hiring recommendations for appointment; establishes or approves non-routine training and ensures compliance with routine training; approves leave; provides advice, counsel, and instruction to staff on technical and administrative matters; provides counseling to those whose performance is marginal or below expectation as set by individual performance standards; hears grievances and makes determinations on minor employee grievances or issues as a first-line supervisor and refers more serious or unresolved grievances and personnel issues to a higher-level supervisor or appropriate office (such as human resources, equal employment opportunity, employee assistance program); and mentors and develops subordinates in providing optimal customer focused and Veteran-centric services.
The incumbent serves as an advisor to VBA executive leadership on matters related to attaining and maintaining equity across VBA administered benefits programs. Applies mastery of multiple benefit programs administered by VBA, including knowledge of procedures, functions, responsibilities, regulations, and statutes pertinent to the programs to study program operations, proposed or new legislation, automated systems, management initiatives, and the operation of interacting programs and organizations to assist in the development of new and modified policies that address root causes of disparity.
Serves as an advisor to the Deputy Executive Director and Executive Director on issues related to conducting benefit programs analysis, disparity identification, root cause identification, and action plan development. Assesses priorities and resources needed and available to meet program goals. Makes recommendations to the Deputy Executive Director regarding policy and procedural objectives to pursue and meet those goals. Develops or directs the development of plans to meet objectives and monitors progress toward achievement of approved objectives. Takes steps to overcome any obstacles that might delay successful completion of work.

Qualifications

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
Specialized Experience: GS-15 applicants must have one year of Specialized Experience which is equivalent to the next lower grade, GS-14, in the normal line of progression for the position.
Specialized Experience is defined as experience in the following areas:
Demonstrated experience in implementing veterans and transitioning servicemembers benefits and economic development operations, regulations, policies, and procedures in collaboration with Federal, State, and Local partners, as well as private sector and non-government organizations.
Demonstrated experience in the development, examination, research, and analysis of Veterans benefits programs and economic initiatives to include the identification of policy, procedural guidance, and training to ensure effective program oversight and compliance to increase service delivery.
Demonstrated ability to assess, analyze, acquire, and administer human, financial, material, and information resources in a manner that instills public trust and accomplishes the organization's mission.
Experience using technology and qualitative and quantitative analytical methodologies to enhance processes and decision-making required to provide day-to-day management and oversight of a large-scale, multi-site, organization with a global presence.
Demonstrated experience in the formulation and execution of operational plans and provides managerial expertise regarding all aspects of staff operations for a large government organization.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with attending meetings and conferences. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
