Duties

Help
  • For the GS-5 and GS-7:
  • Work closely with senior planning specialist on interdisciplinary teams that are organized for specific planning and NEPA document components. Assist in preparing and monitoring time schedules for field office planning efforts.
  • For the GS-5:
  • Work closely with supervisor or team leader to analyze documents prepared in the field office or state office for compliance with all applicable laws and regulations.
  • Format guidelines and procedures used in the preparation of land use planning and NEPA documents and assists Environmental Assessments (EA) team leaders in determining level of detail, scope of analysis, and quality of document being produced.
  • Coordinate and exchange information about land use planning efforts in the state or field office and is introduced to contacts that are in local, State, and Federal agencies.
  • For the GS-7:
  • Work closely with more senior planners and resource specialists to review environmental analysis documents prepared in the field office or state office to ensure compliance with all applicable laws and regulations.
  • Provide assistance to the team lead or supervisor in the development of public information regarding completed, in progress, and future planning document availability.
  • Ensure proper format, guidelines, and procedures are used in the preparation of all land use planning and NEPA documents.
  • Assist Environmental Assessments (EA) team leaders to determine level of detail, scope of analysis, and quality of document being produced.
  • Works with project lead to ensure adequate public participation in the planning process.
  • Ensure planning efforts are well coordinated with local, State, and Federal agencies.

Qualifications

Recent Graduates Eligibility
This position is for Recent Graduates who have completed a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years.

Other applicable period may include: (1) Certain veterans precluded from applying within the timeframe described above due to a military service obligation, shall have a full 2-year period of eligibility upon his/her release or discharge from active duty. However, in no event, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study; and (2) Applicants who completed their educational program requirements after December 27, 2010 will have a full 2 years of eligibility beginning on the date the final regulations became effective, July 10, 2012.

This is an excepted service, developmental experience appointment expected to last only 1 year under the BLM Pathways Recent Graduates Program. The BLM will require the selected applicant to complete a Participant Agreement in which it shall document the anticipated start and end dates for this developmental appointment.

The agency may noncompetitively convert a Recent Graduate who is a U. S. citizen to a term or permanent appointment in the competitive service, as long as the Recent Graduate successfully completes the BLM's 1 year developmental program and meets the OPM Qualification Standards for the targeted occupational series.

Qualification Requirements
In order to assess you meet a qualified status for this position and to refer you to the hiring manager, the agency must be able to determine that you meet the qualifications based on completed education, specialized experience, and/or both - please be sure to include this information in your resume.
To be creditable, experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

For the GS-05 grade level, you may qualify based on 3 years of general experience, 1 year of which was equivalent to at least GS-4. Examples of general experience include: 1) ?Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) Plan and organize work; and 3) Communicate effectively orally and in writing; OR successful completion of a 4-year course of study in any field leading to a bachelor's degree in an accredited college or university, OR an equivalent combination of the type and level of experience and education described above.

For the GS-07 grade level, you may qualify based on 1 year of specialized experience equivalent to at least the GS-05 level. Examples of specialized experience include: 1) Providing assistance on interdisciplinary teams formed for specific planning and preparing and monitoring time schedules for field office planning efforts; 2) Assisting with reviewing environmental analysis documents to ensure compliance with all applicable laws and regulations; 3) Advising the public on law, regulations & procedures regarding planning efforts and ensuring public participation in the planning process and coordinating with local, State, and Federal agencies, OR successful completion of 1 year of graduate education leading to a master`s degree in a directly related field. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work; OR meet the requirements for Superior Academic Achievement (S.A.A.) See OPM Quals Standard-General Policies E(4)(f), OR an equivalent combination of the type and level of experience and education described above.
