Duties

Help

  • Manages sustainment and operations of the automated information systems (AIS) such as, but not limited to, Case Management System (CMS) and the Air Force Integrated Personnel and Pay System (AFIPPS). System Administrator for MILPDS, DCPDS, RAW, AMS, PRDA, Tableau, Business Objects, OBIEE responsible for user access, security and technical support.
  • Manages CMS user accounts for HQ AFMC and base-level usage.
  • Serves as the AFMC/A1 program manager for military personnel system and pay issues developing policy and procedures as appropriate and bridges gaps between leadership and the field.
  • Accesses various HR reporting tools to analyze data and prepare complex manpower and personnel reports in support of command wide human capital planning and decision making.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Examples of specialized experience include analyzing data within personnel systems to include Defense Civilian Personnel Data Systems (DCPDS), Oracle, Business Objects, and Structured Query Language (SQL) and providing advisory services on methods to increase efficiency and performance of these system operations; experience with troubleshooting, repair, and installation of hardware and software components and expert knowledge of networks, mainframe integration, processing techniques and network security requirements in order to identify areas of system deficiency and provide guidance to leadership. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions.
2. Knowledge of advanced federal human resources management (HRM) principles, concepts, practices, fact finding and analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various HR disciplines as well as seasoned consultative skill sufficient to resolve complex HRM problems not susceptible to treatment by standard methods.
3. In depth knowledge of HR Information Systems and associated reporting tools; as well as, a knowledge of management information systems and ability to apply related law, executive orders, regulations, policies and concepts.
4. Knowledge of databases, higher-order programming tools and retrieval languages associated with the HR information system(s) and system capabilities, procedures, limitations and retrieval options.
5. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures.
6. Skill in conducting reviews and analyzing and assessing HR data analytics to include identifying
deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements.
7. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
