Duties

Help

- Responsible for a wide range of assignments and projects relative to information systems and cybersecurity matters, including analyzing data to deliver reliable metrics, SLAs, and OLAs.

- Develops, implements, and evaluates the security programs of the bureau/office, including the implementation of security programs designed to anticipate, assess, and minimize system vulnerabilities such as intrusion detection or access authentication programs.

- Participates in testing and implementation of new security technologies. Advises and assists staff in carrying out security development, implementation, operations, and maintenance requirements.

- Coordinates with other IT staff on the development and implementation of information cybersecurity system and application policies, guidelines, standards, requirements, and procedures.

- Assists with root cause analysis by gathering, analyzing, preparing reports for, filtering false positives, and keeping their supervisor informed if potential security risks.

- Responsible for all Cyber training for the office, any customers who may request additional training, and creates an IT security awareness training program for the office as well as OCIO requested training packages.

Qualifications

Individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
At the GS-11 level, you must meet one of the following qualifications:

A. One year of specialized experience that is equivalent in difficulty and complexity to the GS-09 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience maintaining CISCO phone systems; running reporting from Unified Contact Center Express (UCCX) scripts with minimal assistance; experience with CISCO escalation processes from CISCO for equipment triage and restoral; safeguarding PII and reporting instructions; assisting with incident investigation/root cause analysis of security issues; assisting with enterprise wide outage notifications; administering Cisco Finesse; creating reporting using Cisco Unified Communications Manager (CUCM); and troubleshooting existing Cisco Jabber connections with CISCO technicians and senior OCIO CISCO technicians.

OR

B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related (NOTE: Applicants who select this response must provide transcripts as verification of their education).

C. A combination of specialized experience and graduate level education as defined above which equals 100%. (Note: Applicants who select this response must provide transcripts as verification of their education).
