Duties

Help

As the Deputy Executive For Archival Operations, Research Services, you will:

- Develop and sustain familiarity with, and advocacy for a variety of customers, staff, and holdings that are part of the whole system.

- Ensure that archival units successfully perform the following functions and activities: Accession into the National Archives of the United States records and other materials that have been determined by the Archivist to have sufficient value to warrant continued preservation. Establish and maintain intellectual and physical control of records, including the storage, arrangement, and security of accessioned and donated records and the space housing them. Provide access to accessioned records, information from them or surrogates. Participate in the appraisal of records.

- Monitor records in NARA's legal custody that are in the physical custody of and administered by other archival repositories (Affiliated Archives).

- Collaborate with Preservation Programs to safeguard, identify, and mitigate risks to records to ensure their preservation.

- Collaborate with Museum Programs Division staff in support of archival access and outreach, education, and exhibit programs.

- Coordinate with Preservation Programs and the Office of Innovation to ensure access to permanent records.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.   • Must complete a 1-year SES probationary period, unless previously completed.
  • Must complete a Questionnaire for Sensitive Positions, SF-86, for a pre-appointment full-field background investigation. In addition, periodic re-investigation is required no later than five years after selection and at least every succeeding five years.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.

  • Must complete an Executive Personnel Financial Disclosure Report annually.
  • Designated and/or Random Drug Testing may be required.

Qualifications

Mandatory Qualifications Requirements: To meet minimum qualifications, applicants must possess the following technical and executive core competencies. These competencies would typically be gained through experience, education, and training that reflects progressive development and achievement in managing a Federal nationwide archival program for a nationwide organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. Experience must be at a level of difficulty and responsibility comparable to the GS-15 level in Federal Service.

A. TECHNICAL QUALIFICATIONS (TQs)

All applicants must address how their knowledge and experience relates to the following TQs. PLEASE LIMIT YOUR RESPONSE TO ONE (1) SINGLE SPACED PAGE PER TQ WITH THE FONT SIZE NO SMALLER THAN POINT 12.

  • TQ 1: Demonstrated experience in archival administration and customer service techniques.
  • TQ 2: Demonstrated experience in understanding the business needs and direction of an archival organization, creating strategic vision and operational plan to support those business needs and direction.
  • TQ 3: Demonstrated experience in applying archival principals, concepts, practices, and methods of program management in at least two of the following areas: accessioning or collection management, physical control of archival collections/holdings, processing and reference management, and digitization strategies for collections/holdings.
B. EXECUTIVE CORE QUALIFICATIONS (ECQs)
