Duties

Help

Specific duties include:

  • Efficiently creates appropriate and accurate integrated master schedules and other deliverables (e.g., quad charts, concurrence dashboards, status reports, tick-tock plans, etc.) that can support large scale research, integration, and data projects, or other initiatives. Performs all functions related to project management. Appropriately and timely tracks project progression and adjusts schedule accordingly. Provides technical suggestions and data-driven recommendations to peers and leadership and may be VBA's representative for VA-wide project management-related initiatives.
  • Manages multiple projects or programs concurrently where effort involves coordination among multiple resources, other divisions, or agents outside of the organization. Undertakes long and short-term analysis and/or audit of program operations, policies, procedures, training, and other activities related to the delivery of VA benefits to Veterans, their dependents or beneficiaries (compensation, pension, education, loan guaranty, vocational rehabilitation, and insurance). Studies program operations, new legislation, automated systems, management initiatives, and the operation of interacting programs and organizations to assist in the development of new and modified policies that address root causes of disparity.
  • Obtains and/or maintains project management certification (Project Management Professional (PMP), Federal Acquisition Certification for Program and Project Managers (FAC-P/PM), etc.). Earn the minimum number of professional development units (PDUs), continuous learning points (CLPs), or other continuous learning credit within the appropriate timeframe to obtain and maintain project management certification.
  • Participates in special projects devoted to supporting VBA equity, and the VA I*DEA Council-including VBA and VA Equity Plans for Benefit, Data and Outreach strategies. Manages multiple projects or programs concurrently where effort involves coordination among multiple resources, other divisions, or agents outside of the organization. Serves as an advisor to the supervisor on issues related to conducting analysis of benefit programs, disparity identification, and root cause resolution. Employs change management principles and practices to ensure VBA equity policy integration and strategic alignment. Skilled in establishing and maintaining effective working relationships with individuals and groups interested in or affected by the program. Ability to respond to challenges or criticisms from workgroup members and stakeholders in a manner that promotes collaboration.
  • Prepares documents, to include comprehensive white papers, technical papers, etc., to appeal to a variety of audiences, including internal and external stakeholders, other federal or non-profit agencies. Prepares all necessary administrative materials, correspondences, and justifications detailing reasons for decisions.
  • Makes oral presentations and develops briefing materials for intended audiences. Leads team and group discussions before a variety of audiences to address matters of VBA equity, data methodology, and/or analysis. Audiences may include, but are not limited to, Veterans, their Survivors, their families or their caregivers; VBA employees, VA/VBA leadership; Business lines; other VACO personnel; Veterans Service Organizations (VSOs) and Veteran Advocacy Groups; private/public partners; congressional staffers; and other local/state/federal entities.
  • Performs other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:03/22/2024.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.

  • For a GS-14 position you must have served 52 weeks at the GS-13 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-14 Grade Level:
Specialized Experience: Experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position(s), and that is typically IN OR RELATED TO the work of the position to be filled.

Applicants must have one year of specialized experience equivalent to the next lower grade of GS-13 level in the normal line of progression for the occupation in the organization.
  • The applicant must document experience in applying Veterans' benefits laws, regulations, and procedures that pertain to at least one of VA's benefit programs (compensation, pension, education, loan guaranty, vocational rehabilitation, or insurance). Extensive experience in multiple benefit programs is preferred. The applicant must also document experience in conducting qualitative and quantitative data analysis, creating data requests, and developing or facilitating the development of data-related deliverables (e.g., Excel spreadsheets, Tableau dashboards, workbooks, formulas, pivot tables, etc.). The applicant must also document experience in reviewing the work of others while maintaining effective work relationships; and must possess expert oral and written communication skills.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with attending meetings and conferences. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
