Help

The CHIPS Investments Division is looking for a Program Analyst who is excited to work with a new, evolving team!

As a new Program Analyst on our team, you will:

- Manage financial assistance agreements for CHIPS Act programs by drafting, reviewing, and finalizing Other Transaction Agreements, grants, and loans
- Conduct detailed budget analysis on agreements to assess the allowability, allocability, and reasonableness of proposed costs
- Engage with internal and external stakeholders to ensure alignment with Notice of Funding Opportunities and federal regulations
- Implement internal controls to ensure the integrity, accountability, and transparency of CHIPS Act grant and loan programs
- Review performance reports, financial status reports, and correspondences to monitor recipient performance
- Conduct root cause analyses on recipient requests for modifications to CHIPS Act agreements, recommending appropriate courses of action to resolve issues

Qualifications

Basic Requirements

Applicants must possess one year of specialized experience equivalent to at least the GS-11 (ZA-II at NIST) level.

Specialized experience is defined as:

- Drafting, reviewing, or finalizing financial assistance agreements such as grants, cooperative agreements, or other transaction agreements for programs or projects
- Conducting budget analysis on proposed costs to assess allowability, allocability, or reasonableness and provide recommendations based on analysis AND
- Collaborating with internal or external stakeholders to interpret and apply laws, regulations, policies or guidelines related to financial assistance programs or projects

Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application. The qualification requirements in this vacancy announcement are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook.
