Summary

You will serve as the Executive Director for the Program Executive Office (PEO) for Command, Control, Communications, Computers and Intelligence (C4I). PEO C4I is co-located with the Naval Information Warfare Systems Command (NAVWAR). The mission of PEO C4I is to deliver threat-based C4I and space system capabilities to enable the Fleet to compete, deter, and win - tonight.

Duties

Help
  • You will determine adequacy of program plans and schedules, open architecture and systems engineering, system-of-systems engineering, and integration efforts driving systems interoperability, and inter-service (joint) interoperability efforts.
  • You will ensure acquisition efforts and plans take advantage of advanced/modern methods and approaches as appropriate to adapt commercial technology and practices to accelerate and streamline delivery of capability.
  • You will develop approaches and review documentation of resource requests and budget justifications.
  • You will act as the acquisition authority for research and development, acquisition, and integration efforts and as such, represent the PEO before other Navy organizations as well as such groups/organizations.
  • You will ensure PEO C4I planning efforts, including plans for research, development, and acquisition; strategic plans; and other program planning initiatives are consistent with overall program policy and priorities.
  • You will advise PEO C4I on research and development efforts to ensure technical excellence, continuity and cohesiveness to overall Navy and DoD plans and architectures.
  • You will recommend major organizational and technical efforts to be undertaken to enhance the PEO’s ability to accomplish its own mission as well as the mission of the Navy.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • May be required to successfully complete a 1-year SES probationary period.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is a designated Key Leadership/Critical Acquisition Position (KLP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the competencies described in the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications will eliminate you from consideration.

EXECUTIVE CORE QUALIFICATIONS: You will be assessed against the Executive Core Qualifications (ECQs).They are designed to assess executive experience and potential - not technical expertise. They measure whether you have the broad executive skills needed in a variety of senior executive positions. Failure to meet a qualification requirement will disqualify an applicant. (Each must be addressed separately in your Supplemental Narrative Statement. The ECQs must not exceed 10 pages.)

(Note: Current career Senior Executive Service (SES); former career Senior Executive Service (SES) who are reinstatement-eligible; and graduates of OPM-certified Candidate Development Programs are not required to address the ECQs, but must address the Mandatory Technical Qualifications.)

3) Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent in the ECQ is the ability to make decisions that produce high- quality results by applying technical knowledge, analyzing problems, and calculating risks.
4) Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
5) Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)

1. Substantive knowledge of the fundamentals of program management, systems and system-of systems engineering, software development practices, and systems standards.

2. Extensive experience with DoD major defense acquisition programs (ACAT I) through non- acquisition programs.

3. Working knowledge of the DON, Systems Commands, PEO, and resource sponsor organizations, processes, programs, and policies.

4. Demonstrated ability performing resource planning, contract management, and program development and execution.

5. Comprehensive knowledge of systems and capabilities for C4I, Information Warfare, and commercial/government Information Technology.

Resumes will be evaluated by a rating and ranking panel, and highly qualified candidates may be invited to participate in a structured interview. The Ad-hoc Executive Resources Board (AERB) will review results and make recommendations on final selections to the approving authority.
