Summary

The EXIM OIG is headed by an Inspector General who is appointed by the President of the United States. The Inspector General provides independent and objective reviews of EXIM's programs (i.e., EXIM's program and operations). The Inspector General is required to keep both the Chairman and Congress fully and currently informed about the problems and deficiencies relating to the administration of EXIM's programs and operations and the necessity for corrective action.

Duties

This position serves as Senior Management Officer to the Assistant Inspector General for Management (AIG/M) of EXIM Office of Inspector General (OIG). The position is responsible for assisting in managing and directing all programmatic, business and operational issues in coordination with the Assistant Inspector General for Management. The incumbent is required to have strong budget; financial; personnel; administrative operational skills; and management experience in order to plan, manage and execute all aspects of the OIG's business in the absence of/or in correlation with the AIG/M.
At the full performance level (GS-14) the major duties of this position include but are not limited to the following:

  1. The incumbent plays an important role in providing input on the development and implementation of OIG management policy and programs, organization of agency management issues for the attention of the Inspector General, Deputy Inspector General, and coordination with OIG senior leaders. Serves as the Senior Management Officer of the OIG. Directly assists the AIG-M with instituting and recommending key policy and administrative decisions. Makes recommendations and drafts on policies, interprets new policies and determines how they will be implemented. Resolves challenges for new policies and initiatives to achieve efficiency across the IG community. Advises the IG on the direction for each OIG policy.
  2. In association with the AIG-M, provides strategic leadership, vision, planning, administration and evaluation of all aspects of policy and operations in connection with personnel actions, budgeting and expenditures, information and technology, travel, strategic vision and other administrative matters for the OIG.
  3. Oversees all phases of the budget process to include funds management and execution, appropriations process, funds procurement for procurement, and travel.
  4. Develops and maintains collaborative relationships with key EXIM OIG staff and stakeholders. Under instructions from the Assistant Inspector General for Management, authorizes and approves, as necessary, travel, department restructurings, personnel actions, expenditures, and other budgeting and human resource matters for OIG staff.
  5. Maintains the office and attends meetings in the absence of the AIG-M. Participates and leads in groups and teams; conducting briefings and other meetings; establishes and maintains working relationships with internal organizational units (e.g., other program areas and staff support functions).
  6. Ensures reports, memoranda, and other documents reflect the position and work of the organization in a clear, convincing, and organized manner.
  7. Provides assessment on current and future staffing needs based on organizational goals and budget realities. Applies merit principles to develop, select, and manage a diverse workforce.

Qualifications

Specialized Experience

To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience in:

  1. Providing strategic leadership, vision, planning, administration, and evaluation of all aspects of policy and operations in connection with personnel actions, budgeting and expenditures, information technology, travel, and other administrative areas;
  2. Authorizing and approving travel, office/department restructurings, personnel actions, expenditures, budgeting, and human resource matters;
  3. Producing written documents for complex and/or high visibility situations; and
  4. Conducting meetings, briefings, and other types of oral communications to a wide range of audiences.

The salary range varies according to the geographic area locality adjustments; therefore, rates advertised represent the base pay only as pay will depend upon the selectee's duty location. See the 2024 OPM GS pay table.
