As a Supervisory IT Program Manager (SYSANALYSIS), you will:

  • Supervise a staff of information technology and support staff positions (in-house and contractor staff) in the performance of the branch's mission.
  • Manage the enterprise acquisition process for CEC and customers ensuring timely and accurate processing on new procurement requests and maintenance/renewal requests.
  • Lead the VMSB review of and provides support to CEC internal customers on the annual budget formulation and execution processes.
  • Approve multiyear and longer-range work plans, and subsequently manages the overall work to enhance achievement of the branch's goals and objectives.
  • Determine goals and objectives that need additional emphasis; determines the best approach or solution for resolving budget shortages; and plan for long range staffing needs.
  • Exercise discretionary authority to approve the allocation and distribution of funds in the branch's budget

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience for the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:

  • Experience gained by overseeing the work of a subordinate staff of employees engaged in the execution of IT related activities and/or projects for an IT organization.
Example of this work include:
- Experience working with IT acquisitions, vendor management, strategic sourcing, and/or government contracting procedures to provide support at enterprise level to multiple agencies.


In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
  • A one year probationary period may be required.
  • A one year supervisory or managerial probationary period may be required.

  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
