Duties

Help

  • Serve as the CAP technical expert in data science responsible for research, design, development, deployment, and enhancement of enterprise-wide analytics solutions using highly complex advanced analytics techniques such as machine learning, natural language processing, robotics process automation, and artificial intelligence to modernize classification and qualifications policy.
  • Apply expert knowledge of data science tools, including scripted languages (such as R, Python, SQL, and JavaScript), analytics platforms, and open source/commercial off the-shelf solutions to develop statistical software and computer programs. Performs analysis of statistical data and findings.
  • Design, develop, and implement computational and machine learning algorithms to big data, identifies insights, improves workflows and outcomes, conducts trend analyses, identifies new data sources, and defines new products using next generation analytics tools to develop data-driven organizational solutions to conduct occupational studies and for evidenced based policy making decisions.
  • Design and develop user-centric visualization (e.g., dashboards) solutions that provide insights to decision makers using self-service data visualization tools such as Power BI, Tableau, and R Shiny applications.
  • Collaborate with others and leads teams and individuals to determine the best and most efficient ways to collect quantitative information, discusses results, shapes problems to one in which objective measurements can be identified and evaluated.

Qualifications

Basic Requirements:

This position has an education requirement. All applicants must provide official or unofficial transcripts from an accrediting institution recognized by the U.S. Department of Education to demonstrate they meet the Basic Requirements.

A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. Majors that provide a theoretical basis in mathematics, statistics, computer science, or data science, including science, technology, engineering, and math (STEM), finance, economics, and other fields.

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. Majors that provide a theoretical basis in mathematics, statistics, computer science, or data science, including science, technology, engineering, and math (STEM), finance, economics, and other fields.

AND

Specialized Experience Requirements:
For the GS-14: You must have one year of specialized experience at the GS-13 level in the Federal Government (or private sector equivalent) performing the following: Using programming languages (e.g., Python, R) and data science tools (e.g., Databricks, Synapse) to conduct advanced analyses; Developing machine learning applications, from data collection to deployment, using real-world data to improve the efficiency or effectiveness of a process and natural language processing; Experience defining data science problems and generating solution designs. Experience communicating a synthesis of data science topics or issues and analytics solutions. Experience using data analysis, data visualization, and data reporting tools such as Power Bl or Tableau and leading the work of an analytics team, including developing team processes, and reviewing the work of other data scientists or analysts.
