This position is located in the Market Data Operations (MDO) section of the Data Operations and Standards Branch in the Division of Data (DOD) of the Commodity Futures Trading Commission (CFTC).  MDO is responsible for managing data reported to the Commission as well as handling data requests from within the Commission.

Duties

MDO is responsible for managing data reported to the Commission as well as handling data requests from within the Commission. 

The Division of Data (DOD) is headed by the Chief Data Officer (CDO) and serves as the leading authority on the Commission’s data strategies.  The Division of comprised of one branch, the Data Operations and Standards Branch (DOSB).  DOSB focuses on data governance, data engineering, data tools and applications, data operations and support, and data analytics.

If selected for this position, you will serve as a Supervisory Market Data Analyst (Associate Director) and oversee the Market Data Operations Section and perform a variety of professional tasks and administrative duties to aid the Deputy Director in assuring a sound Data Operations Program.  As a recognized expert in the workings of the Commission’s Data Operations program you will;

  • Provide the Deputy Director and Chief Data Officer with authoritative input on potential changes to reporting regulations and new ways to provide transparency to market participants. When appropriate, present to senior staff and the Commission regarding various topics pertaining to data submitted to the Commission.
  • On a daily basis, oversee the resolution of data errors and processing of required forms. In addition, ensure data is sufficiently scrubbed for the publication of external facing reports.
  • Provide support to other divisions and industry when questions arise regarding submitted data or reporting regulations. Perform additional data analysis and facilitates corrections when anomalies are detected in the data.
  • Provide expert testimony for trials and administrative hearings on cases involving alleged reporting violations and explains the Commission’s data collection program in support of Commission enforcement activities. May also provide expert analysis and testimony in support of the Commission’s investigations into price manipulation, violations of speculative position limits, and other complex matters requiring economic analysis and an expert knowledge of the function and operations of the markets that the CFTC regulates.
  • Plan and directs special projects related to data quality checks and data exams. These projects may be in response to requests from other Divisions and are intended to improve data quality and/or improve work processes.
  • Lead data-driven analysis to improve compliance, quality, and completeness of data collected.
  • Conduct process analysis to automate and improve the efficiency and effectiveness of market data collection operations.
  • Provide subject matter expertise to the work section regarding the daily intake of derivatives and swaps data into CFTC systems.
  • Maintain a continuing awareness of potential changes to industry reporting and coordinates with other divisions in DOD to update existing tools to support those reporting changes.
  • Perform a range of administrative and managerial duties for Branch operations.
  • Represent the Commission when meeting with various officials from the financial industry as well as a wide range of public visitors from national and international associations and foreign governments.

Qualifications

To Qualify at the CT-15 level, candidates must have one year of specialized experience at the CT/GS-14 level or equivalent.  

Examples of specialized experience include that through which one has gained an advanced knowledge of the Commodity Exchange Act and agency regulations, and agency administrative policies, and the ability to interpret and apply the policies and regulations to various situations; experience using comprehensive knowledge of national and international institutions related to futures trading, the economics of futures and option trading, accepted techniques for the collection and analysis of economic data, and the Commission’ policies and regulations regarding the economic aspects of futures and option trading; and experience directing the work of a highly technical and complex administrative program which involves providing CFTC divisions with large data and analyses.

This position is not in the Bargaining Unit. 

All employees are required to follow the Agency’s telework policy. If selected, you will be required to report to your assigned duty station to complete all onboarding procedures.

Supervisory/Managerial Probationary Period.  If selected, a one year Supervisory/Managerial probationary period may be required.
