As an IT Specialist (Sysanalysis)(Senior Product Manager), you will:

  • Provide strategic leadership and guidance in defining the overall product strategy and roadmap for the Department, aligning stakeholders from other bureaus, especially IRS and Bureau of the Fiscal Service.
  • Lead high performing ad hoc teams to accomplish goals, develop and maintain effective team relationships, and contribute to team performance and success.
  • Lead the strategic planning process for product initiatives, including conducting market research, competitor analysis, and gathering user insights to inform product decision-making.
  • Oversee the end-to-end product development lifecycle, including ideation and gathering requirements, to design, develop, test, and deploy products.
  • Cultivate strong relationships with stakeholders at all levels of the Department and its bureaus, including executives, program managers, and subject matter experts, to understand their needs and align product strategies accordingly.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:

  • Experience with digital product management, requirements definition, backlog management, product roadmap development, product lifecycle, and systems engineering lifecycle processes; AND
  • Experience managing cross-functional product teams that combine the efforts of technical (developers, data engineers, economists, data scientists) and non-technical personnel (graphic designers, budget, operations) to deliver digital products; AND
  • Experience building and maintaining multi-level collaborative partnerships. Examples could include relationships with internal and external organizations to ensure the cooperation for competing needs or deadlines; AND
  • Experience communicating with and building trust with senior executives, ensuring that their equities are being addressed in the product development process and developing a collaborative spirit that gives both parties confidence that the product and its users are being well-represented by the organization; AND
  • Experience in management of cross-functional data products throughout the complete product lifecycle using Agile (Scrum or Kanban).
In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed
below.

  3. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

This is a remote position. The salary range listed depicts the range covering the lowest locality level, up to the highest locality level.
