The primary purpose of this position is to serve as the Freedom of Information Act (FOIA), Mandatory Declassification Review (MDR) and Privacy Act (PA) manager for North American Aerospace Defense Command (NORAD) and United States Northern Command (USNORTHCOM) responsible for evaluating all public requests for classified/unclassified information under FOIA, MDR and PA.

Duties

Help

  • Manages the Freedom of Information Act (FOIA) and Privacy Act (PA) Programs for HQ NORAD and HQ USNORTHCOM. Serves as the principal advisor to the Commander and command authorities on all matters relating to FOIA and PA programs.
  • Command Privacy Insider Threat Program Officer: Serves as the Privacy Officer for NORAD and USNORTHCOM's Insider Threat program. Participates in Insider Threat program under Executive Order 13587 for deterring, detecting, and mitigating insider threats, including the safeguarding of classified information from exploitation, compromise, or other unauthorized disclosure, taking into account risk levels, as well as the distinct needs, missions, and systems of NORAD and USNORTHCOM.
  • Command Mandatory Declassification Review (MDR) Manager: Receives, processes and responds to requests for information under Mandatory Declassification Review (MDR). Reviews requests to verify the adequacy of the proposed response and determines if the need exists for additional or supporting materials.
  • Certified Records RD and FRD Reviewer: Conducts comprehensive security classification/declassification reviews to identify and handle RD and FRD information is released under the FOIA and/or MDR or to prevent automatic declassification under Executive Order 12958. Uses proper RD and FRD reviewer's processes and techniques according to the Air Force Declassification Reviewers Certification program and the Department of Energy's RD and FRD Reviewers Certification course.

  • This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment.
  • PCS will be paid by the Gaining Unit.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying management skill and knowledge of diverse missions, functions, goals, and objectives to direct, implement, and administer FOIA, MDR and PA programs, to include mastery of Public Law, Congressional Mandates, DOD Policy, Executive Orders, policies and opinions regarding FOIA, MDR and PA implementation.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Expert knowledge of FOIA and PA Federal Laws, Executive Orders, statutory laws, policies, regulations, and precedents applicable to the administration of FOIA and PA public programs and directives that govern the release of Federal information to the general public, including foreign nationals and international organizations.
  2. Expert knowledge of the classification system, original classification authority responsibilities, and the classification/declassification system, including MDR, RD, FRD, and NSI information, principles, and policies.
  3. Knowledge of advanced operations management and organizational principles and practices for assessment and improvement of complex records management, FOIA, MDR, and PA management processes and systems. Expert knowledge of DOD, Armed Services, NORAD and USNORTHCOM, and sister Combatant Command structures, missions, functions, goals, and objectives.
  4. Skill in planning, organizing, and providing technical direction to FOIA and PA officers within the Commands, subordinate commands, operations centers, and Joint Task Force units.
  5. Comprehensive skills to effectively communicate orally and in writing and to present high-quality briefings, lectures, and speeches to high-level audiences on short notice.
  6. Ability to compile and report data, use effective, analytical and evaluate measurement methods to accurately assess information and trends, and to make adjustments to programs based on such analysis. Ability to work independently to identify issues relevant to NORAD and USNORTHCOM multiple mission areas.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL CONDITIONS OF EMPLOYMENT:
  • This is a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs and if requested, submit to urinalysis testing.
  • This is KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position.
  • IAW DoDI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs.
  • YA002 = Eligible for situational telework only, including Ad Hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employees' request.
