Business and IT Program Outreach Strategy and Execution
Serves as a Business Outreach Analyst in integration with one or more complex programs or TTS offices as an expert-level marketing and outreach strategist.
Oversees and, as needed, executes planning, analyses, and evaluation of the effectiveness of marketing, communications, public relations, and outreach efforts designed to drive business goals for assigned programs and/or Offices.
Develops short and long-term marketing, outreach and/or communication plans, campaigns, and solutions aligned with broader TTS strategy.
Coordinates assigned administrative management and program functions with agency public affairs (i.e., OSC), program management and staff, and other stakeholders (e.g., partner agencies, prospective customers, Congress).
Leads broad, complex assignments involving marketing, storytelling, content development, planning, and administration of outreach activities.
Strategic Outreach Program Administration and Compliance
Leads the development and execution of TTS and program office level communications strategy for internal and/or external efforts.
Ensures consistent use of branding, messaging, and tone across assigned TTS- and/or program-level outreach channels and campaigns.
Distributes and/or communicates assignments, projects, problems for solution, actionable events, milestones, and/or program issues under review and deadlines and timeframes for completion to team members.
Applies guidelines (e.g., regulations), requirements, procedures, and tools related to outreach and communications at GSA in coordinating, analyzing, and conducting strategic outreach campaigns.
Produces standard operating procedures, written instructions, reference materials, and relevant background.
Stakeholder Relations
Develops and/or maintains working/strategic relationships and operational partnerships with internal and external stakeholders at multiple organizational levels.
Collaborates and leads projects in coordination with GSA shared service teams, including the OSC, Office of General Counsel, Office of Congressional and Interagency Affairs, and others.
Coordinates with internal stakeholders (e.g., other shared service staff in the immediate organization, project teams, other GSA/TTS management and staff) for conducting engagement and outreach efforts.
Participates in a variety of interagency and intergovernmental projects, teams/work groups, meetings, and conferences.
Maintains current knowledge of and serves as an authoritative subject matter expert regarding marketing, outreach, and related communications within the context of program office operations assigned.

The GS-14 salary range starts at $122,198.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is defined as follows:
Specialized experience is planning, developing, administering and executing marketing strategy, tactics and program outreach activities aligned with an organization, product, and/or program-level business strategy. This experience must also include:
Overseeing and executing a recruitment marketing strategy, including planning, analyses, and evaluation of the effectiveness of marketing, communications, public relations, and outreach efforts designed to drive business goals.
Creating content and crafting narratives appropriate for target audience(s), and for delivery across various digital platforms, including: Social Media, Website, and Blog Posts.
Translating complex subject matters or data to consumable and relevant stories or information.
Serving as an authoritative advisor on outreach, marketing, and communications efforts for an organization, program or product. AND
Developing and/or maintaining working/strategic relationships and operational partnerships with internal and external stakeholders, at multiple organizational levels.

Expert knowledge of marketing as a business discipline, including marketing and market research principles, processes, and practices; the marketing industry and its standards for effective marketing, communications, and customer service and related strategic and operational business applications sufficient to develop, implement, and/or recommend new guidelines (e.g., policies, standards), changes to marketing program direction; conduct and validate reviews of outreach and marketing program operations, projects, and other activities
Broad knowledge of quantitative and qualitative analytical, evaluative, and assessment methods to perform a variety of operational outreach/marketing controls for varied marketing and business program activities in terms of the effectiveness, efficiency, and productivity of critical, broad, high-profile TTS marketing operations.
Knowledge of statistical techniques, data collection approaches and tools, and qualitative and quantitative reporting methods sufficient to collect, organize, document, and report on or otherwise communicate a wide variety of program business and marketing data for monitoring of assigned outreach/marketing program functions in terms of effectiveness, efficiency and productivity.
Knowledge of the TTS missions, functions, responsibilities, products, and services and the principles, concepts, and methodology of TTS program business development and marketing program operations and procedures required to evaluate and improve outreach marketing program business strategies, operations, and outcomes.
Ability to communicate both orally and in writing sufficient to write, review, revise/edit, and evaluate a wide variety of graphic, narrative, and other (e.g., quantitative, technical) materials for use in program business operations outreach/marketing and internal administrative materials; print and online publications, content, and similar deliverables; and related guidelines such as policies, procedures, and similar requirements.
