The Supervisory Program Manager (FOIA Operations):

  • Maintains comprehensive knowledge of the procedures, rules and policies relating to the FOIA and Privacy Act needed to respond to FOIA requests to include new or updated requirements resulting from FOIA litigations.
  • Maintains knowledge of the agency’s electronic FOIA tracking system and office procedures for processing requests beginning to end.
  • Leads, coordinates and/or oversees operations within the FOIA Program.
  • Reviews complex FOIA issues, request and/or appeals and leveraging extensive experience and expertise, independently engages with Executive Leadership, the DOT FOIA Officer, Office of Chief Counsel and/or DOT Office of General Counsel to seek guidance or legal review to ensure FOIA responses are legal sound.
  • Initiates and/or participates in studies, reviews, task forces, etc. relative to assigned areas of responsibility.

The ideal candidate should possess working knowledge within the Freedom of information Act and be able to manage a team of FOIA specialists on day-to-day operations.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience managing a Freedom of Information Act program that includes intake, record gathering, redacting, FOIA exemptions, quality reviews of other specialist work, responding and backlog management.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Additional information

The agency has the option of extending a term appointment up to the 4-year limit.

This announcement may be used to fill additional positions if similar vacancies occur within 90 days of the issue date of the referral certificate.
