Summary

The position is in the New York Division Albany Office of the Federal Highway Administration (FHWA). The incumbent serves as a Transportation Specialist on the Program Management Team. As a Transportation Specialist, the employee should have some familiarity with how data is integrated into the transportation planning process and will participate in the management and oversight of the Division’s Data integration and Planning for Operations activities within the State.

Duties

Help

The Transportation Specialist:

  • Uses knowledge of laws, regulations, guidance, and policies in transportation, and planning fields; the position will promote interagency coordination and consultation among the FHWA, the New York Department of Transportation (NYSDOT), Federal, State and local laws, regulations and requirements within direction of the program.
  • Truck Size and Weight - Coordinates with NYSDOT on developing a strategic plan to connect this program area with relevant stakeholders and programs. Also coordinates with New York State Police (NYSP) and NYSDOT for the submission of the annual Truck Size and Weight Enforcement Plan and Annual Certification.
  • Freight Coordination - Works with NYSDOT to coordinate freight studies and activities that will lead to a State Freight Plan. Works with NY Division Freight Committee and partner agencies to build professional capacity by promoting State freight awareness with MPOs, NYSDOT, and stakeholders. Assists in reviewing the State Freight Plan and other freight related studies.
  • Is responsible for reviewing the annual research work program and eligibility of studies associated with NYSDOT Research Program.

The ideal candidate is a highly motivated individual with analytical skills to interpret directives, evaluate data, write technical reports, manage programs, implement regulatory requirements, and to investigate issues while providing guidance to our customers.

CONDITIONS OF EMPLOYMENT:

  • TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework.  The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.
  • BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals. Appointment will be subject to the applicant’s successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.
  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience with surface transportation procedures, policies and regulations in development and implementation of program goals and objectives.
  • Experience applying analytical, fact-finding, and problem-solving techniques through the interpretation of Federal regulations, policies, and guidelines, to recommend programmatic changes and analyze data.
  • Experience communicating orally and in writing technical information, policy, and procedural interpretations.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
