Duties

Help
  • You will apply a wide range of qualitative and/or quantitative methods for assessment and improvement of program effectiveness or the improvement of complex processes and systems.
  • You will recommend changes to established practices and procedures to meet new and/or changing situations.
  • You will evaluate processes for areas of non-compliance and developing solutions to problems or other shortcomings while working with management and/or subject matter experts to implement solutions.
  • You will apply underlying knowledge in the interpretation of technical and financial data, data analysis, report writing, interpreting policies and regulations.
  • You will work across multi-disciplinary teams to include engineering, planning, and financial personnel; understanding how administrative practices contribute to the command's success.
  • You will apply extensive knowledge of Commander, Navy Installations Command shore installation programs. Also, real estate, facilities and environmental planning, utilities, transportation, programming, design, construction, repair and maintenance.
  • You will apply expert knowledge of the Navy and DoD missions and their linkage to shore requirements, in order to manage and direct the development of long-range, intermediate, and short-term plans for the program(s) under their cognizance.
  • You will apply experience in preparing and presenting information for senior leadership through visual, written, and oral means; able to effectively communicate risk for complex, dynamic situations.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing and/or directing the development of long range, intermediate, and short term program plans for shore infrastructure(to include facilities, utilities, real property, and/or real estate) and assigned programs; 2) Analyzing program data to present recommendations for resource allocation and prioritization guidance for facility and utility infrastructure and land use requirements; 3) Creating budgets and financial execution plans for assigned programs to ensure accuracy and accountability of execution; 4) Evaluating complex and conflicting program requirements and priorities to propose innovative solutions to align mission requirements and infrastructure support in accordance with CNIC/Regional and NAVFAC shore installation programs; and 5) Developing and/or presenting recommendations and reports (both orally and written) in a clear and concise manner to senior leadership and various stakeholders.
