Duties

Help

Duties include but are not limited to:

  • Supports EEO Program Director and staff on a variety of operations and functions in the delivery of EEO servicing support.
  • Provides departmental guidance, scheduling, tasker management, analysis, administrative support and problem solving in matters relating to EEO programs. The EEO Program portfolio includes Affirmative Employment, Disability, Complaints, and Diversity, Equity, Inclusion, & Accessibility.
  • Coordinates administrative operations within NAF EEO Program. Drafts point papers, briefs, and other items for presentation or information to senior leadership within CNIC, Department of Defense (DOD), Department of the Navy (DON) Office of Equal Employment Opportunity (OEEO), and Equal Employment Opportunity Commission (EEOC).
  • Serves as a subject matter expert on all correspondence policies. Ensures correspondence is reviewed for content, proper routing, and formatted in accordance with established policy.
  • Manages electronic filing systems for EEO Program. Drafts and coordinates with other programs in developing internal operating procedures.
  • Serves as liaison and point of contact for the Program in matters of contract preparation and payment of contract fees and logistics for EEO services (includes but not limited to investigations) for Appropriated Funds (APF) and NAF.
  • Drafts and submits contracts for execution of funds for EEO investigations for APF and/or NAF, develops purchase requests and sole source justifications, initiates transfer funds requests for payments.
  • Responds to inquiries from CNIC APF EEO and/or regions for APF or NAF investigations. Tracks and logs all purchase requests, task orders, delivery orders and cash disbursement memos (CDM). Prepares monthly investigations log for APF. Drafts new memorandum of agreements or renewals as applicable. Arranges for replenishment of supplies for NAF EEO Program using government purchase card and other procurement methods.
  • Prepares various briefings and assists with a wide variety of reporting requirements, projects, and analysis. Prepares monthly/quarterly and ad hoc metrics in support of the EEO programs. Collects data from diverse sources in the analysis and resolution of complex issues. Coordinates NAF EEO Program's data calls via the ETMS2 Tasker system.
  • Provides logistical and departmental support for the NAF EEO Program. Support includes preparation and management of mail, formatting briefs, copying, faxing, materials distribution, typing, and scanning.
  • Serves as Kronos timekeeper for the Program, entering and maintaining accurate records of leave and attendance for employees.
  • Makes arrangements for meetings and conferences; maintains management calendars. Schedules appointments and makes commitments for program managers.
  • Attends meetings to take minutes and keep informed of changes in program needs, requirements and practices. Serves as coordinator for new and departing employees.
  • Performs various EEO complaint processing duties, as a collateral duty EEO Counselor, in accordance with EEOC and DOD and DON guidance. Duties include EEO intake, EEO counseling, and processing of formal complaints of discrimination. Explains all available options to employee/applicant, to include the benefits of Alternative Dispute Resolution (ADR). Coordinates with Human Resources (HR), Labor & Employee Relations (LER), or CNIC NAF supervisors to gain information on reported policies/practices and to facilitate resolution of matters where there is no intent to enter the EEO process. Inputs all required information on inquiries and complaints into the ETK [Intellitrak] system for tracking and reporting purposes. May serve as an ADR convener and/or mediator.
  • Serves as program point of contact for all travel related matters. Coordinates all aspects of the Program Director and NAF EEO's travel; prepares travel orders, makes travel arrangements, prepares itineraries in accordance with JTR/JTFR regulations. Prepares travel vouchers and any necessary correspondence upon completion of trips. Creates, submits, and tracks area clearance requests for employees traveling outside of the U.S.
  • Facilitates and/or conducts EEO training sessions about EEO subjects (to include but not limited to reasonable accommodations, harassment, No Fear) to employees and managers concerning their rights and responsibilities in the implementation of EEO program requirements

Qualifications

In order to qualify for this position, resumes must provide sufficient experience and/or education, knowledge, skills, and ability to perform the duties of the position.   • Candidate must possess at least 4 years of specialized experience with administrative management principles/techniques to provide administrative support.
  • Knowledge of and experience with Fleet and Family Readiness/Fleet Readiness Programs.
  • Knowledge and direct experience with Navy correspondence, including ETMS2 Tasker system; accounting system SAP; employee records system SAP and TWMS; payroll timecards in Kronos.
  • Knowledge of pertinent laws, regulations and policies related to program/operations area.
  • Knowledge and direct experience in preparing and editing briefs and arranging meeting logistics.
  • Comprehensive knowledge and direct experience with computer applications, software and web-based programs.
  • Knowledge of federal and agency regulations.
  • Knowledge of FFR and CNIC programs and missions.
  • Knowledge of information management regulations such as those related to correspondence, mail, publications and filing.
  • Skill in organizational and administrative management, sufficient to organize and coordinate thorough, systematic, professional efforts to meet the more complex planning needs and unanticipated requirements.
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook, and Teams).
  • Ability to review and interpret policy/regulations; evaluate relevance; develop course of action options; take appropriate actions and communicate recommendations. Proven ability to manage and coordinate multiple diverse and complex, multi-faceted projects concurrently.
  • Ability to manage competing priorities under strict deadlines, while maintaining a high level of attention to detail.
  • Ability to work as a team member or individual and work effectively with various levels of management activity employees.
  • Ability to communicate effectively both orally and in writing.

This position does not have a positive education requirement.

PLEASE NOTE: This is a NAF position. Although NAF employment is considered federal employment, benefits from the General Schedule (GS) side do not transfer to NAF positions. This includes medical, dental, life insurance, and long-term disability. You will have 31 days from your date of hire to elect these benefits on the NAF side. Please also note: service credit for the purposes of pay setting and other benefits only apply for applicants who move from a GS DoD position to a NAF DoD position. This relates to benefits such as pay setting, leave balance transfer, and service computation date (SCD) for leave accrual purposes. If you are not in a DoD position, you may, however, be eligible for Retirement Portability. Depending on your federal service history, you may be eligible to make a one-time election to keep your FERS/TSP while you are in a NAF position.
