Summary

As a Supervisory Contract Specialist, you will be responsible for directing and overseeing activities including the full range of procurement functions for highly technical products and professional services.

Location: FAS, MAS Facilities & Hardware Branch, MAS Contracting Division, Office of Contract Operations (QSCACA). This position is remote. The duty location will be determined upon selection.

As a Supervisory Contract Specialist, you will:

  • Represent the General Supplies and Services (GSS) in contracts and negotiations with contractors and their representatives to clarify and achieve agreement with respect to action to be taken on unusually controversial issues arising from major purchase transactions.
  • Prepare and administer Multiple Award Schedule (MAS) Blanket Purchase Agreements (BPAs), task orders, and contracts for supplies and services in accordance with the Federal Acquisition Regulation (FAR) and GSA internal policies.
  • Perform a range of managerial and programmatic roles in support of these acquisition efforts, focused upon providing technical direction and guidance to management, customers, industry, specifications, socio-economic concerns, and similar matters or unusual problems.
  • Serve as a first level supervisor over a section of expert contracting and acquisition personnel. 
  • Establish contacts and maintain liaison with other agencies both military and civilian, and with other elements of the GSS and GSA.

  • Serve a one year supervisory or managerial probationary period, if required.

The GS-13 salary range starts at $103,409 per year.  The salary shown in this announcement does not include locality pay. Locality pay will be determined once the selectee's duty location has been established. To qualify, you must have at least one-year of specialized experience equivalent to the GS-12level or higher in the Federal service. 

Specialized experience is experience in performing the full range of pre-award and/or post award activities utilizing various types of contracts such as fixed price, various cost types, requirements, performance based and multiple award schedules) and evidence of professional potential, business acumen, and drive for results, relationship building, and self-motivation in order to procure a variety of complex or specialized products and/or services; OR experience requiring sufficient knowledge of contracting regulations, policies, and procedures and an organization's program and technical requirements in order to conduct reviews of contracts or contracting actions, recommend or plan improvements to an organization's procurement program.

In addition to meeting the specialized experience listed above, you must meet the requirements in 1, 2, or 3 below:

1. All of a, b, and c below:

(a)  Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional Certification.
(b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
(c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  

3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.

  • Ability to analyze the Government's requirements as well as industry's capabilities so as to devise the most effective and efficient procurement programs for satisfying user's requirements at the lowest possible overall cost.
  • Knowledge of the Federal Acquisition Regulations, federal rules and regulations related to contracting.
  • Ability to administer Multiple Award Schedule (MAS) Blanket Purchase Agreements (BPA), task orders and contracts.
  • Ability to supervise, manage, and lead a subordinate staff to successfully meet program goals and work effectively with a diverse team.
  • Skill in communicating orally and in writing to contracting personnel, higher officials, other Government agencies and private industry,
    for the purpose of conveying, instructing, presenting and/or discussing procurement policies or programs.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
