Summary

The position serves as the Strategic Program Advisor located in the Office of Analytics and Business Systems, Office of Customer and Stakeholder Engagement (QC/CASE), with the Federal Acquisition Service (FAS), General Services Administration (GSA). 

Location of position:  This is a remote position and duty location of this position will be determined upon selection.

  • Applies a wide range of qualitative, and/or quantitative methods to assess and improve program effectiveness and/or complex management processes, projects and systems.

  • Reviews specific goals and objectives; monitors the sequence and timing of key program events and milestones and evaluates overall program accomplishment and significant contributions in terms of CASE goals.

  • Consults with leadership on strategic planning initiatives and activities, including decision making involving personnel resources which is likely to involve labor relations matters, which require confidentiality.
  • Performs studies to determine resource requirements, streamlining, eliminating duplication, or developing work measurement standards.
  • Provides current, accurate and complete information, furnishes advice, and facilitates the carrying out of the Analytics and Business Systems Director’s assignments with staff members. Ensures that resultant decisions made by the Analytics and Business Systems Director are communicated to the staff and implemented.

The GS-14 salary range starts at $122,198 per year.  

Certain location-based pay entitlements (such as locality payment) are based on the location of the employee's official worksite associated with the employee's position of record.


To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Specialized Experience:

Specialized experience is defined as experience with planning, executing, and coordinating resources required to support program mission of an organization including staffing, organization development, performance management, and budget planning and execution. Experience must include providing advice and recommendations to management and other senior leaders regarding all aspects of the organization, management, administration, and personnel issues to ensure optimal use of resources.

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement or program effectiveness or the improvement of complex management processes and systems plus a thorough understanding of how programs are administered in order to select and apply appropriate program evaluation and measurement techniques in evaluating program accomplishments.
  • Knowledge of agency programs and missions in order to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods and to make decisions or recommendations significantly changing, interpreting or developing important public policies or programs.
  • Knowledge of business and trade practices, characteristics methods and processes, this includes conducting of investigations and studies; the collection, analysis, and dissemination of business related information.
  • Expert experience in communications, negotiations, research, performance improvement, program/project management.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
