Summary

The US Digital Corps (USDC) is a 2-year fellowship for early-career technologists, pairing them with federal government leaders to tackle high impact technology projects.  As a Program Analyst you will provide consultative analysis and authoritative guidance to management on the evaluation of the effectiveness of USDC programs and operations.

Location of Position: General Services Administration (GSA), Federal Acquisition Service, Technology Transformation Service (TTS), US Digital Corps.

  • Provides expert analysis and evaluation taking into full consideration complex legislative, programmatic and management issues and problems.
  • Develops plans, and executes program analysis, evaluation, and measurement of program areas involving business, administrative, fiscal or other specialized programs.
  • Employs qualitative and quantitative methods, procedures, and systems for assessing efficiency and effectiveness of assigned program areas.
  • Measures progress toward and determines the soundness of objectives in established programs by determining whether established goals and objectives are meeting the purpose for which intended.
  • Formulates and recommends additional policies or procedures, or modifications to improve the efficiency and effectiveness of current operations.
  • Serves as coordinator and representative for major program issues and meetings involving other internal and external organizations, and provides advice, comments, and recommendations as appropriate.
  • Coordinates and develops presentations and training, and conducts or attends meetings and seminars as required in these areas.

  • Meet time-in-grade within 30 days of the closing date, if applicable

The GS-14 salary range starts at $122,198 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.  

Specialized experience is defined as:

  • Analyzing and measuring the effectiveness, efficiency and productivity of assigned programs;
  • Conducting broad studies and projects to impact program operations;
  • Using qualitative and quantitative data to assess progress and ensure the accomplishment of program goals;
  • Collaborating with all levels of management and peers to build strategic business relationships and resolve sensitive issues;  
  • Presenting complex findings, briefings, project papers, status reports, and/or correspondence to stakeholders and other officials to adopt and implement recommendations.

  • Skill in qualitative and quantitative techniques to analyze the effectiveness and efficiency of assigned programs, specifically management objectives and issues relevant to organizational goals.
  • Skill in program analysis, management and evaluation methodologies, including the organizational theories and research principles necessary to perform broad, far-reaching studies impacting program operations and functions within the organization.

  • Knowledge of mission, programs, policies, and functions in order to apply analytical and evaluative methods to issues concerning the efficiency and effectiveness or programs operations or functions.
  • Skill in written communication in order to prepare and present complex findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
