Summary

This Physician Assistant - Compensation and Pension Supervisor supports the VISN 10 Clinical Resource Hub (CRH) under the guidance of Veteran Health Administration (VHA), which provides health care services to Veteran patients across the continuum of care in both institutional and non-institutional setting. Duties:
The incumbent provides leadership, management, and oversight of CRH Tele-Primary Care clinicians that support VISN CRH Administrative Medicine, including Compensation and Pension (C&P), Environmental Health (EH), and Toxic Exposure Screening (TES) delivery of care.

  • Supervision of CRH Tele-Primary Care Compensation and Pension clinicians which includes but not limited to timely completion of credentialing, OPPE/FPPE and privileging actions, recruitment, trainings, leave submission, and ePerformance evaluations.
  • Collaborates in the development and maintenance of written policies and procedures defining operational requirements for the CRH Administrative Medicine program.
  • Functions as the CRH C&P/EH subject matter expert and enforces related policies and procedures.
  • Participates in recruitment and selection of new Clinical Resource Hub Administrative Medicine staff with a significant and active role in the selection of applicants.
  • Assures that the necessary aspects of orientation are covered at the service level for all VISN CRH Administrative Medicine staff, including information security, CPRS/CAPRI training, VBMS, and virtual related training and documentation.
  • Performs data analysis in various VA systems (CAPRI, VIRP, EAS, VBMS, ILER, VSSC, etc.) to determine validity and accuracy of information requirements.
  • Effectively collaborates with internal and external stakeholders at all levels of the organization, Veterans, Veteran Service Officers (VSO), Veterans Benefits Administration (VBA), Department of Defense (DoD), and VA Central Office (VACO) staff.
  • Uses advanced clinical knowledge and virtual expertise to promote staff involvement in planning, decision-making, and evaluating outcomes.
  • Establishes work schedules, assignments, and work productivity requirements of supervised staff.
  • Analyzes workload data, productivity, staffing, efficiency; identifies way to improve performance
  • Develops and monitors performance/outcome metrics and conducts analysis of existing CRH Administrative Medicine programs and services. Makes recommendations to the CRH Primary Care Section Chief for program's strategic direction, productivity, improved process performance, and capital utilization.
  • Involved in VISN-level CRH program evaluation and/or research activities.
  • Generates administrative reports on request, including workload, productivity, quality, timeliness, compliance and gap analysis.
  • Ensures the CRH Administrative Medicine programs are compliant with all regulatory requirements, VACO policies and procedures, laws, and VHA Directives.
  • Analyzes and allocates available resources and identifies risk areas which include budgetary, staffing, equipment, and available data.
  • Attends training to remain informed on CRH, C&P, Military Environmental Exposure (MEE) initiatives, and latest advances in virtual delivery.
  • Evaluates and determines a course of action which will result in the most favorable patient or organizational outcome.
  • Assumes full responsibility for working with CRH leadership to prioritize, implement, onboard, manage operation, and Administrative Medicine operations when/as appropriate.
  • Consults with and serves as a resource for VISN C&P and EH leadership, and CRH Leadership, concerning the need for the development of Administrative Medicine services.
  • Travels to provide training and implementation of CRH Administrative Medicine services.
  • Develops new or modified work methods, organizational structures, management processes, and staffing patterns, procedures for administering programs, services, guidelines, and procedures for staff working in all areas of Administrative Medicine.
  • Conducts ad hoc analysis/projects to evaluate program efficiency and effectiveness, develop solutions to emergent programmatic or problematic issues concerned with the C&P/EH Registry programs
  • Participates on VISN and VACO C&P, EH, and TES calls and workgroups.
  • Assists with onboarding and mentoring new staff as requested.
  • Completes of peer-review evaluations and infrequent protected peer reviews will be required.
  • Additional administrative duties may be assigned as needed.

Duties Continues:
Work Schedule: Monday - Friday, standard daytime hours across multiple time zones. Evenings, weekends and holidays required as necessary based on the needs of the Clinical Resource Hub and spoke sites. Occasional travel is required between spoke sites, community partner locations, and host facility as needed for training, coordinating requirements between providers and Veterans, meetings, auditing, and patient care. This required travel may include overnight travel outside of Tour of Duty and travel by plane.

Physician Assistant Basic Requirements

  • Citizenship: Citizen of the United States [in accordance with section 7402(c) to title 38, United States Code (U.S.C.). Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with 38 U.S.C. ยง 7407(a).]
  • Education: Graduate of a training program which is accredited by the Accreditation Review Commission on Education of PA (ARC-PA) or one of its predecessor organizations. Additionally, candidates must meet one of the following: (1) Master's degree in any discipline; OR (2) Bachelor's degree in any discipline with one year of experience as a PA.
  • Certification: Must have successfully passed the PA National Certifying Exam (PANCE).
  • Licensure: PAs must possess an active, current, full, and unrestricted license to practice in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. PAs must maintain current registration in the State of licensure if this is a requirement for continuing active and current licensure in that State.
    1. Impaired Licensure. A PA who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions of chapter 3, section B, paragraph 13 of this part.
Preferred Experience: Compensation and Pension

Grade Determinations: In addition to the basic requirements stated above, the following qualification criteria must be met in determining the appropriate grade assignment of candidates:

(1) Physician Assistant-I (PA-I)

(a) Experience and Education. None beyond the basic requirements. This is the entry level for PAs.

(b) Demonstrated Knowledge, Skills, and Abilities. The following list of knowledge, skills, and abilities (KSA) present the minimum skill set expected of an Entry Level PA. This practice may include, but is not limited to:

i. Ability to utilize the principles of PA practice in the care of assigned patients to provide appropriate care.
ii. Ability to perform patient history and physical.
iii. Ability to formulate a plan and provide treatment to the patient.
iv. Ability to provide patient care that is abreast of changing concepts and advancements in the profession.

(2) Physician Assistant-II (PA-II)

(a) Experience and Education. The PA at this grade is at the intermediate grade level and has had progressively increasing responsibility and experiences as indicated in the KSAs listed below. Individuals will have demonstrated the ability to analyze and solve more complex medical problems than at the entry level grade and can utilize their training in the successful practice of patient care and participate in team problem solving. Individuals demonstrate the KSAs of PA-II intermediate level by:

i. Two years of successful practice as a PA.
OR
ii. Successful completion of a PA post-graduate residency program sponsored by VHA Office of Academic Affiliations or other postgraduate residency programs accredited by VA, ARC-PA, U.S. Armed Forces, or another accrediting agency.ORiii. A doctoral degree in a health-related field from an accredited college or university recognized by the U.S. Department of Education.

(b) Demonstrated Knowledge, Skills, and Abilities (KSAs). PAs at this level are not required to meet each individual KSA listed below to qualify, but should be able to demonstrate, develop, or acquire those not met upon appointment for PA-II:

i. Skills to analyze and solve complex medical problems.
ii. Ability to function autonomously and make independent medical decisions.
iii. Skill to incorporate training and experience into the successful practice of patient care including telehealth medical care.
iv. Ability to work effectively in an interdisciplinary environment for improvement of services for patient care.
v. Ability to practice with colleagues and peers collaboratively.

(3) Physician Assistant-III (PA-III)

(a) Experience and Education. PAs at the PA-III grade are at the full performance level and lead and organize patient care independently, practice within multi disciplinary teams, and coordinate all aspects of patient care across the health care system. They utilize advanced clinical knowledge and judgment in decision-making and evaluating outcomes. They function as experts in clinical practice and/or in areas related to the assigned roles and responsibilities, may serve as mentors for transitioning PAs, and may provide training for health care students. Individuals can demonstrate the KSAs for the full performance level by:

i. Three years of successful practice as a PA.
OR
ii. Successful completion of a PA post-graduate residency program sponsored by VHA Office of Academic Affiliations or other postgraduate residency programs accredited by VA, ARC-PA, U.S. Armed Forces, or another accrediting agency and one year of professional practice as a PA.
OR
iii. A doctoral degree in a health-related field from an accredited college or university recognized by the U.S. Department of Education and one year of professional practice as a PA.

(b) Demonstrated Knowledge, Skills, and Abilities. PAs at this level are not required to meet each individual KSA listed below to qualify, but should be able to demonstrate, develop, or acquire those not met upon appointment for PA-III:

i. Ability to clinically evaluate facility patient care delivery systems and validate or identify barriers to safe and effective patient care.
ii. Skill to consistently demonstrate an elevated level of expertise and autonomy in diagnosing and treating seriously ill, multi-symptomatic patients through facility Focused Professional Practice Evaluation (FPPE) and Ongoing Professional Practice Evaluation (OPPE).
iii. Ability to present clinical findings and recommendations to appropriate management officials.
iv. Ability to clinically facilitate the delivery of patient care in collaboration with health professionals, health managers, and other health care personnel. v. Ability to implement and initiate clinical changes to established treatment protocols based upon new medical literature research findings to enhance patient delivery care for improved patient outcomes.
vi. Ability to participate clinically in the development of the PA patient care audit processes involving in-depth review and analysis of medical records.

The full performance level of this vacancy is a PA-III. The actual grade at which an applicant may be selected for this vacancy is in the range of PA-I to PA-III

Physical Requirements: This work is mostly sedentary and requires some standing, bending and carrying light items. The incumbent must have the ability to stand and walk for prolonged periods of time to interact with the patients and other services. This position requires visual acuity, adequate auditory perception, clear distinctive speech, and manual dexterity. This position requires potentially extended periods of computer use, virtual care equipment use, sitting and/or standing. The incumbent may occasionally be exposed to patients who are verbally combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations and able to shift priorities based on patient needs. Must meet Employee Health mandates as a condition of employment.
