The incumbent is responsible for overseeing the Misawa AB Private Organizations (PO)/Unofficial Activity program in accordance with existing Air Force Instructions (AFI), Joint Ethics Regulations, United States Codes, PACAF, and local policies. Responsible for the administrative process and oversight of all Misawa AB POs, from establishment through to dissolution. Researches and compiles information, and authors various letters, staff actions, and reports for coordination/approval and dissemination. Ensures PO compliance with instructions, policies, and other guidance. Reviews organizational documents, such as PO requests for authorization to operate on the installation and the approved constitution and bylaws. Reviews quarterly and annual financial data and meeting minutes, ensuring compliance with AFIs and policies. Reviews and processes fundraiser requests and coordinates all fundraising events with the legal office and ensure approval prior to the event. Ensures fundraisers are conducted in accordance with applicable guidance. In coordination with appropriate personnel, coordinates and processes PO fundraiser approval actions for all events when needed. Coordinates POs participation in special events. Authorizes bank accounts for the POs/Unofficial Activities. Conducts annual reviews of each POs folder to include their constitution and bylaws to ensure regulatory and legal compliance, meeting minutes, and insurance requirements. Initiates and maintains files on each PO and Unofficial activity. May perform some accounting duties using double-entry accrual accounting methods. Prepares accounting documents using NAF Data Interface System (NAFDIS). Helps handle all Central Cashier duties when the cashier is unavailable to work or the position is not filled. Performs other related duties as assigned. Subject to an irregular tour of duty, to include evenings and weekends during major events.
