Summary

This is a journeyman level position in the FOIP Office for Investigations that entails responsibilities at the full performance level. The incumbent will manage multiple workloads with competing deadlines; analyze requests to determine type and proper handling procedures; evaluate accuracy and completeness of requests in accordance with requirements of the FOI and Privacy Acts; complete outreach to resolve discrepancies or seek additional information; and create/update data entries for requests.

Duties

Help

As a FOIA and Privacy Technician you will be responsible for the following duties:

  • Logging and reviewing all Privacy Act, Freedom of Information Act, and Amendment requests for completeness, and requesting additional information when requests are not complete.
  • Conducting searches of the BI Mission systems to identify all responsive documents and retrieves all necessary files on subjects of requests, including any FOI/PA files for previous requests processed.
  • Processing requests for copies of SF forms and any type of application form (e.g., OF-306) from subjects as well as agencies; including the release of these forms to the requester in accordance with Privacy Act requirements and DoD Privacy regulations.
  • Processing non-complex requests for investigative files on subjects, in accordance with Privacy Act requirements and DoD Privacy regulations, when the responsive record is a non-issue SAC, SACI, NAC, and NACI, an unacceptable result, or an OFI-79.
  • Receiving & returning telephone inquiries from Federal agencies, internal personnel, subjects of investigation, and the general public.
  • Performing records retention and disposition activities for investigative records, microfilm files/rolls, and FOI/PA program records.
  • Creating and updating accurate electronic tracking records for FOI/PA workloads.
Boyers, PA Local Commuting Area defined:
All U.S. Citizens who reside or currently employed in the Boyers, PA local commuting area, which includes the Pennsylvania counties of Butler, Clarion, Armstrong, Allegheny, Beaver, Lawrence, Mercer, Crawford, Erie, Venango, Jefferson, Indiana, and Westmorland; Ohio counties of Columbia, Trumbull, and Mahoning; and all cities existing in Pennsylvania or Ohio within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS-06 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes:

  • Review records requests for completeness; and coordinate with requesters, in writing and verbally, to resolve discrepancies, obtain additional information as needed, and/or to answer general inquiries.
  • Process non-complex requests for personal records (such as HIPAA records, investigations, etc.). This entails identification of responsive records, preparation of the records for release to the requester, and issuance of the response packet to the requester.
  • Create, update, track, and store records in a case or records management system.
  • Comprehensive and practical experience using Word, Excel, Adobe Acrobat or Pro, Outlook, a workload management application, and scanners.
  • Manage a variety of tasks and voluminous workload with short suspense time frames, and adapts to changing priorities to ensure deadlines are met.

Education

As a general rule, education is not creditable above GS-5 for most positions covered by this standard Miscellaneous Clerk and Assistant Series 0303 (opm.gov); however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

If substituting education for experience at the GG-07 level, you must possess one full academic year (18 semester hours or 27 quarter hours) of successfully completed graduate level education if the coursework is directly related to the work of the position.-OR- Combination of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university.

If substituting or combining education for experience, transcripts MUST be provided. Failure to provide transcripts will result in you being rated ineligible for this position.

Superior Academic Achievement does not apply to DCIPS positions.
