The Library of Congress National Audio-Visual Conservation Center (NAVCC), nestled in the foothills of the Blue Ridge mountains, is seeking an innovative and enthusiastic Moving Image Section Head who will play a key role in leading and developing the national collection of film, video and television in analog and digital formats. We seek candidates who are excited to work in a collaborative and user-centered team environment inside a facility custom built for the storage and preservation of the largest collection of audiovisual materials in the world. At the GS-14 level, the incumbent will lead a team of 25 (including two units with subordinate supervisors; the Metadata Management and Digital Content Unit, and the Collections Management and Accessions Unit. 

The Moving Image Section is part of the NAVCC, along with the Recorded Sound Section, and three state of the art preservation laboratories for film, video and audio. Section responsibilities include processing and documenting collections, collections management (including loans for exhibition and streaming, and to rights-holders), selection and preparation of collection titles for the NAVCC’s video preservation and film preservation laboratories, and supporting the Moving Image Research Center at the Library’s James Madison building in Washington, DC. The Section Head is also responsible for 124 cold vaults containing nitrate film, and 19 vaults holding the safety film and video collections.

The incumbent in this position serves as the Section Head for the Moving Image Section, National Audio-Visual Conservation Center (NAVCC), Researcher and Collections Services (RCS) of the Library of Congress (Library) Packard Campus for Audio-Visual Conservation, in Culpeper, VA. The Section Head also serves as a member of the NAVCC management team, which includes planning, implementation, and on-going operations. The incumbent may serve in the absence of the Chief or the Assistant Chief and assume full responsibility of the NAVCC and all the responsibilities of that position.

The Section Head also participates in site Mission, Vision and Directional Planning, sharing the activities of the NAVCC with staff, the rest of the Library and the public, creation of a technology roadmap for NAVCC, succession planning, and supporting a wide variety of public events (such as Live! at the Library, Congressional visits, the Gershwin Prize, the Festival of Film & Sound, the new Visitor Experience, congressional dialogs, visitors to tour the Packard Campus, public and private displays of collections materials, public screenings at the Mary Pickford Theater and in the Packard Campus Theater).

The Section Head is responsible for the management and direction of the Section and Units, establishes priorities, directs the work activities of Section staff (government, grant-funded and contract), and manages the technical and financial resources allocated to the Section to achieve its goals. The incumbent oversees all activities of the Section and serves as one of the Library's principal moving image specialists. The Section Head is also responsible for the preservation of moving image content that includes coordinating with the NAVCC Film and Video Preservation labs on industry/community standards and best practices, the creation of workflows, policies and procedures that conform to the stages of digital lifecycle management.

Supports major Library programs including the American Archive of Public Broadcasting. Oversees the National Screening Room (https://www.loc.gov/collections/national-screening-room/) as well as loans of copies from the collection and contributes to reference services for the moving image collections.  Coordinates activities related to building the Library's moving image collections.

Supervises a group of employees performing work at the GS-13 level or below. Manages subordinate processing units under the supervision of others. Provides direction, inspiration, and guidance that nurture the strengths and talents relative to the staff supervised. Leads with a clearly articulated vision, ensuring that staff in the section understand how their individual efforts contribute to the mission and goals of the NAVCC and the Library. Ability to communicate clearly, concisely, and tactfully, listens attentively and patiently that enables sharing valuable information, asking intelligent and relevant questions, soliciting input and ideas, and clarifying misunderstandings. Serves as an effective advocate for staff, getting the resources needed to complete work assignments, recognizing achievements and strengthening motivation by providing development opportunities and meaningful goals and challenges. 

Serves as a principal liaison and a spokesperson for NAVCC on matters related to its moving image collections, including archival policies and practices, preservation planning, and use of moving image materials by scholars and the general public.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Additional information

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
