DUTIES AND RESPONSIBILITIES:

  1. Serves as the subject matter expert (SME) for all matters related to the IHSC budget, finance, and contract functions.
  2. The incumbent will maintain DHS Contracting Officer Representative (COR) certification Level ll and serve as the COR in providing technical oversight on assigned healthcare system contracts and procurement initiatives.
  3. Manages a diverse staff to oversee and coordinate the development of the annual operating budgets and spending plans for enterprise service contracts.
  4. Plans, directs, and coordinates difficult and complex programs including the functional areas within the IHSC RMU: contract management, budget, and finance.
  5. Oversight of annual interagency and reimbursement agreements with federal partners.
  6. Oversight of all budget formulation and budget execution activities within IHSC.
  7. Serves as the Division's funds certification officer.
  8. Establishes and implements criteria for the measurement of progress toward acquisition goals, considering problems relating to priorities, timing, and interrelationships between the various procurement vehicles and contracting activities.
  9. Participates with senior leadership in the strategic planning, coordination, and implementation of initiatives and projects.
  10. Collaborates with RMU Chief in developing annual business plan goals and performance metrics.
  11. Manages the development of procedures for the effective reporting of program and management data.
  12. Assists in the design and implementation of data information systems to track all phases of administrative and acquisition management for the Unit.
  13. Ensures that management obtains maximum benefit from financial resources without sacrificing efficiency and in accordance with all applicable laws and regulations.
  14. Networks within communities to establish and maintain collaborative partnerships.
  15. Analyzes information, evaluates results, and determines the best solution practices to solve problems.
  16. Communicates efficiently with outside organizations, representing the organization to customers, the public, government, and other external sources.
  17. Supervisory oversight of Resource Management Unit Team Members.
  18. Other duties as assigned in support of the IHSC Office of the Assistant Director.

Education

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Qualifying degree for the officer's category from an accredited institution. Minimum of three to five years of professional experience relevant to the officer's category. Of the total professional experience, officer must possess at least three years of experience related to contracts management, administration, budget, and evaluation of programs/projects.
  2. Minimum 3 years' supervisory, leadership, or management experience.
  3. Contracting Officer Representative Certification (COR) Level I required as well as Program Management/Project Management Certification level II preferred, with goal to obtain COR Level II within 12 months of hire through Cornerstone OnDemand (CSOD).
  4. Knowledge of the federal contract and acquisition process.
  5. Knowledge of the federal budget process and appropriation law.
  6. Knowledge of resource management, logistics, and procurement processes, especially within a healthcare organization.
  7. Knowledge of business principles and practices to identify requirements for contractor performed work, conduct quality review and assessment, and ensure proper payment of costs.
  8. Ability to analyze data, assess performance metrics, and drive continuous improvement initiatives.
  9. Excellent communication, negotiation, and interpersonal abilities to effectively collaborate with diverse stakeholders
  10. Exceptional program/project management skills, including planning, organization, and resource allocation
  11. Knowledge of and ability to apply a high level of sound, independent judgment in solution of financial problems and in the administration of a financial management program
  12. Demonstrated experience in rapidly adjusting to evolving demands and work within a fast-paced environment.
  13. If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain status. The agency may require the incumbent performs clinical activities with the scope of clinical license in times of critical needs within the agency. If in a clinical discipline and as directed and approved by his/her supervisors, the incumbent may perform clinical duties of their profession in Federal health care facility.

Additional information

As the RMU Deputy Chief, the incumbent serves as the Supervisor for IHSC RMU, directly reporting to the RMU Chief, and is responsible for management and oversight of all IHSC budget, finance, contract functions, and may be required to perform clinical activities within the scope of clinical licensure in times of critical needs within the agency.

IHSC has a multi-sector, multidisciplinary workforce of more than 1700 employees, including U.S. Public Health Service (PHS) commissioned officers, federal civil servants, and contract staff. IHSC provides, public health services, on-site direct patient care to ICE detainees at 20 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 148 additional facilities, with a combined population of 34,000 detainees daily, with an average length of stay of about 30 days, and over 400,000 detainees transitioning through these facilities annually. IHSC also provides medical support during ICE enforcement operations in the air, on the ground and at sea.
