  • This position serves as the Director of Human Resources for the Defense Acquisition University (DAU), directing optimal talent acquisition, talent development, and performance culture activities in order to achieve high performance and strategic results. This is a mission essential position, and may be required to physically report to Ft Belvoir during weather-related or other emergency events. Travel may be required up to 15% annually.
  • Develops, coordinates, and maintains an integrated Talent Management system for the University including human capital strategy for the enterprise and cradle-to-grade policies and processes to build and sustain a world class talent acquisition, talent development and performance culture in a corporate university that serves a DoD Acquisition Workforce of over 180,000 personnel.
  • Orchestrates, directs and manages all Human Capital Planning functions and Human Resources programs. The programs encompass governance, business process improvement, strategic planning, investment management, and human capital program analysis.
  • Responsible for DAU's human capital strategic planning and implements university-wide programs to support the university's strategic objectives. Develops and maintains the programs in accordance with federal and DoD statutory and regulatory guidance, incorporating industry best practices. Sets priorities for the primary Human Resources Directorate and regional human resources liaisons. Conducts periodic program and project milestone reviews to ensure consistent delivery in support of mission requirements.
  • The incumbent of this position is the Chief Learning Officer for DAU internal performance and professional development portfolio.
  • Serves as the principal advisor and consultant to the DAU President, Vice President and Chief of Staff on all matters affecting the University's workforce; serves as a key member of the DAU senior leadership team, setting a strategic vision and priorities for all talent-related work, designing systems to ensure fair, consistent and innovative policies and processes are in place for recruitment, hiring, performance and professional development, performance culture and management-employee relations.
  • Performs other duties as assigned.

  • DAU requires reporting to the assigned duty station during each pay period. DAU supports part-time telework, but remote work and full-time telework are not offered.

Qualifications

SPECIALIZED EXPERIENCE: One (1) year of specialized experience at the next lower broadband, NH-03, equivalent to the next lower grade, GS-13 or equivalent, in other personnel pay systems.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and ability to successfully perform the duties of this position and is typically in or related to this line work.

Specialized Experience: Applicants at this level are expected to perform with substantial independence even when working on most complex or difficult matters. Applicants require senior level Human Resources leadership experience of 3 years or more, at an organizational level, in at least two of the following areas:
1) Federal staffing and recruitment
2) Performance Management programs
3) Workforce Development programs
4) Human Capital Strategy
5) Management-Employee Relations Programs

Quality Ranking Factors are knowledge, skills, and abilities/competencies that could be expected to significantly enhance performance in a position, but are not essential for satisfactory performance.
