Duties

Help
  • The Senior Software Engineer serves as a key member of the Business Systems team contributing to the design, development, implementation, and maintenance of OIG software applications and systems.
  • Senior Software Engineer is responsible collaborating with various stakeholders, including other developers, analysts, and end-users to understand their requirements and ensure delivery of high-quality IT solutions.
  • Collaborate with team members to develop features and capabilities for end-users, configure and customize vendor-provided packaged software, and may help develop platforms such as data engineering, developer tooling, or machine learning.
  • The Senior Software Engineer will also work with other OCIO teams (e.g., Infrastructure and Operations), to provide end-to-end support for platform and application management services.
  • As part of an Agile Team, the Senior Software Engineer contributes to the development of the team backlog and architectural runway, management of WIP levels, and support of engineering aspects of program and solution Kanban.
  • Leads appropriate testing and quality assurance activities (e.g., monitor technical standards compliance, verify testing results) prior to deployment.
  • Works collaboratively with OCIO Infrastructure to install, integrate, configure, upgrade, and migrate software across applicable development, staging, and/or production environments in moderately complex situations.

  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment, and is subject to random drug testing for the duration of service with DoD OIG.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Basic Requirements: GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as:
  • Expert knowledge of DevOps and Continue Integration and Deployment (CI/CD) principles and practices. The incumbent will have broad knowledge developing for multiple operating systems and building Application Program Interface (APIs) for both internal and external products.
  • Demonstrated experience establish a new approach to create business solution and address business problem thorough software solution.
  • Strong proficiency in one or more coding languages (e.g. Javascript, C++, Python, Java) and experience with development platforms (e.g. A Pega, Docker, and Kubernetes).
  • Demonstrated ability to communicate complex technical information in an understandable manner to various stakeholders verbally and in writing.
  • Trains or assists in training colleagues or end-users of applications and support tools. Market knowledge of IT Products, Goods, and Services (software and hardware) and current and emerging technology trends (cloud, digital, and agile).
  • Providing technical expertise in development and sustainment of cloud-based applications, capabilities, containerization, and core backend services.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
