Summary

The Physical Security Specialist position is located in the Department of Administrative Services (DAS), Facilities and Security Office (FSO), Judiciary Security Division (JSD), Physical Security Branch. The FSO is responsible for the management, oversight, and support of security, emergency preparedness, space and facilities programs, and various administrative services within the Thurgood Marshall Federal Judiciary Building (TMFJB) for the courts and other judiciary offices.

Duties

Help

This position will report to the Chief, Physical Security Branch in the Facilities and Security Office (FSO). The FSO is seeking a dynamic, high energy, and exceptional Physical Security Specialist to join its team. The Judiciary Security Division (JSD) is responsible for overseeing the physical security programs for judiciary facilities. The division also develops and maintains the emergency program for the protection of employees and ensures mission essential functions are continued during and following emergencies. In addition, the JSD advocates for the physical security requirements provided by the United States Marshals Service (USMS), the Federal Protective Service (FPS), and Executive Branch agencies to maintain adequate physical security for the federal courts and works with USMS and FPS staff to collaboratively develop and monitor execution of overall program policies.

The duties of this position include, but are not limited to:

  1. Assisting in formulating judiciary physical security program standards, policy, and guidance for review and approval.
  2. Providing inputs and recommendations for long-term planning and short-term formulation of judiciary security budget requests, and changes to judiciary security appropriation language and other legislation.
  3. Serving on the Inter-Agency Security Committee (ISC) working group to provide Judicial Branch input and feedback concerning current ISC Physical Security Standards and future revisions.
  4. Providing program management oversight of judiciary funded physical security services and projects being delivered by U.S. Marshals Service, Federal Protective Service, and/or the General Services Administration.
  5. Acting as a Contracting Officer Representative for judiciary security related contracts and programs.
  6. Participating in focused studies (e.g., leading the collection of data and information and providing analysis) to evaluate the delivery of judiciary security programs and provide program improvement recommendations.
  7. Organizing and facilitating multi-agency executive meetings and discussions to address program delivery deficiencies, emergent issues, and budgetary concerns.
  8. Developing standardized information and training materials and messaging to communicate judiciary physical security program goals, objectives, and initiatives to judges, court unit executives, Administrative Office executives and leadership, and federal partner agency representatives.
  9. Performing special projects and tasks to include Capital Security Program, Courthouse Construction Program, and Home Intrusion Detection System.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience planning, developing, and evaluating the results of security programs to ensure program operations meet established quality performance levels and standards; and monitoring and providing oversight of physical security projects.
