Duties

Help

As an IT Specialist (Technical Product Manager), you will:

  • Lead multi-disciplinary agile delivery team or teams to deliver excellent web, print, or multimedia products and/or iterations to existing products that meet user needs.
  • Support multiple product owners to gather, interpret and prioritize user requirements into user stories with complete acceptance criteria into an actionable backlog for the team.
  • Work with a complex set of interoffice and interdivisional stakeholders to bring stakeholders, Bureau leadership, and the team together around a common product vision and strategy.
  • Collaborate with product management peers and the Product Management Lead to improve the way we work.

Key Requirements:

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the CN-53, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-52 grade level in the Federal service. (For qualification purposes, the CN-52 is broadly equivalent to the GS-12). Specialized experience for this position includes:
  • Experience working on a multi-disciplinary delivery team using Agile methodologies to deliver new software products; AND
  • Experience in product planning, creating a product backlog, and product development processes; AND
  • Project management experience to evaluate and coordinate a variety of activities throughout the project life cycle.; AND
  • Experience in providing customer service and managing expectations of stakeholders with varying levels of seniority, as well as technical expertise.

In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Part-time experience will be credited pro-rata based on a 40-hour work week, while work of 32 hours or more will be rounded up to full-time experience. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
