The incumbent serves as the Education and Workforce Development Program Manager for the Integration and Policy Program, CHIPS Research and Development Office (CRDO). Responsible for implementing, managing, and measuring the success of education and workforce development (EWD) programs of CRDO, to increase the availability of workforce-ready semiconductor industry personnel, particularly personnel with bachelor's and advanced degrees, within government, industry, and academia.

Functions as a senior EWD program manager in the CRDO Integration and Policy Office to ensure the integration and complementarity of EWD programs across CRDO's four research programs (the National Semiconductor Technology Center, National Advanced Packaging Manufacturing Program, Metrology program, and Manufacturing USA) into a broader coordinated CHIPS for America workforce strategy in collaboration with the CHIPS Program Office and relevant external agencies and departments. Serves as the primary CRDO EWD liaison to the CHIPS Program Office, helping to implement a broader CHIPS for America workforce development strategy.

Builds and leads a team responsible for oversight and evaluation of EWD plans and programs included in the CRDO research efforts, to include the EWD programs independently established by private sector entities operating the National Semiconductor Technology Center and up to three Manufacturing USA institutes.

Participates in convenings with stakeholders outside CRDO-such as academia including community colleges and technical schools, organized labor, non-profits, semiconductor companies and industry associations, small businesses, and other relevant Federal and public sector partners-to collaboratively advance CHIPS for America EWD objectives.

Qualifications

1. Implements, manages, and measures the success of education and workforce development (EWD) programs of the CHIPS Research and Development Office (CRDO), to increase the availability of workforce-ready semiconductor industry personnel, particularly personnel with bachelor's and advanced degrees, within government, industry, and academia.

2. Guides oversight and evaluation of EWD plans and programs included in the CRDO research efforts, to include the EWD programs independently established by private sector entities operating the National Semiconductor Technology Center and up to three Manufacturing USA institutes.

3. Deep knowledge of education and workforce development programs, especially those relevant to bachelor's and advanced degree holders for the semiconductor industry.
