Duties

Help
  • Coordinate, deliver, and produce needs assessments of wildland fire, fuels, aviation and agency required training.
  • Work with interagency partners to determine local and geographic training schedules and prioritize needs. Plan and prepare training materials and lessons.
  • Design and implement district training and qualification plan. Serve as District expert on training policy and qualifications requirements.
  • Serve as a training program manager regarding the development and implementation of fire management and aviation management training courses and materials.
  • Coordinate field level courses within unit and with agency cooperators to meet common needs and reduce duplication of efforts.
  • Utilize multiple computer systems, information technology, and reproduction equipment to facilitate the program mission.
  • Participate as leader and team member in training operations, qualifications management, and employee development to ensure all aspects of the district fire and fuels program operate as efficiently and effectively as possible.
  • Prepare and make formal presentations.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified:

In addition to the Individual Occupation Requirement, you must have at least one year of specialized experience described below.

To qualify for the GS-09, you must have one year of specialized experience equivalent to at least the next lower grade level GS-07. Specialized experience at this level is defined as, but not limited to: teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); supervising or administering a training program; development or review of training/course materials, aids, devices, etc., and evaluation of training results; work in the occupation or subject matter field of the position to be filled that required training or instructing others on a regular basis; experience instructing units in interagency courses in fire and fire aviation management and experience in the operation of technology systems to present fire training courses.

Education: Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related..

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements by the closing date of the announcement.

This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits (normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION.

THIS IS A DRUG TESTING DESIGNATED POSITION. In accordance with Executive Order 12564, and under the Department's Drug Free Workplace Program, applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. Physical Demands: Work is performed in an office setting which includes sitting in one position for long periods, concentration and attention to detail, and stress related to working long hours under short timeframes for completion of work. Office work also includes working on computers for several hours at a time. Classroom and group work which includes directing. making presentations, and instructing or participating in groups, on committees, or workshops. Travel throughout the continental United States via commercial or government transportation.

Work Environment: The work is primarily office work or working in a conference room or classroom with groups of individuals. Office and classroom work requires the incumbent to work within constrained timeframes and large groups. Work is also performed in a field setting. The work performed outdoors is in forest and desert environments or in steep terrain where surfaces may be extremely uneven, rocky, or covered by vegetation.
