Environmental Scientist positions (Sociologists, Archaeologists, Biologists, or Hydrologist)

As an Environmental Scientist, Sociologist, Archaeologist, Biologist, or Hydrologist, provides technical, programmatic, and project support for National Environmental Policy Act (NEPA) reviews on a variety of projects for the Environmental Center of Expertise (ECOE). Serves as an Environmental Scientist, Sociologist, Archaeologist, Biologist, or Hydrologist assessing environmental impacts of operations by commercial nuclear power facilities, non-power production or utilization facilities (NPUFs), new and advanced reactor designs, as well as for other facilities regulated by the NRC, such as fuel cycle facilities.  Reviews will typically support agency licensing activities involving facility construction, operation and/or decommissioning. Depending upon area of technical expertise, ensures compliance with the Endangered Species Act (ESA), National Historic Preservation Act (NHPA), Clean Water Act (CWA), Executive Orders related to Environmental Justice, as well as other applicable environmental laws, executive orders, and regulations.

Serves as a technical expert throughout the Environmental Center of Expertise (ECOE), and serves as a witness, as needed, at public hearings representing the NRC within the area of the employee’s technical expertisse.

Environmental Project Manager positions

Leads, plans, directs, and coordinates NEPA reviews for nuclear reactor and nuclear fuel cycle facilities and supports other projects as requested.  Oversees preparation, internal review, public involvement and outreach, and the review process for environmental compliance documents.    Develops and maintains positive and effective working relationships (orally and in writing) with internal stakeholders, the public, key stakeholders, agencies, and tribes.  Plans, coordinates, and participates in outreach activities, such as public meetings.  Prepares and manages contracts for NEPA-related work, and develops contract specifications, including scope of work and government cost estimates for projects.

Serves as an expert on ECOE environmental procedures, protocol, and policy, and advises project managers and other technical staff on process improvement and technical resolution of issues.

NMSS Environmental Project Manager/Environmental Scientist, GG-11/12/13/14 (multiple vacancies)

Note:  These positions are classified as Interdisciplinary and can be classified to any of the following titles/series, depending upon the qualifications of the individual selected to fill the position:

  • Biologist, GG-0401
  • Environmental Scientist, GG-1301 
  • Environmental Project Manager, GG-801/1301 

This is a Direct Hire Announcement (DHA)

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.  

The ideal candidate will be able to demonstrate the following:


1. Demonstrated ability to lead and manage all aspects of the environmental review project at the NRC under 10 CFR Part 51 and the National Environmental Policy Act (and related laws, regulations, rules, executive orders, and policies).

2. Significant knowledge of, and experience with, the various technical and regulatory requirements associated with implementation of the National Environmental Policy Act (NEPA) and related laws, regulations, polices, rules, and executive orders (e.g. the National Historic Preservation Act (NHPA), the Endangered Species Act (ESA), or other related Acts, laws, and policies) for NRC projects, including implementation of the NRC requirements in 10 CFR Part 51 and related regulatory guidance for licensing, construction, and operation of nuclear facilities, such as nuclear power plants, medical isotope facilities, nuclear materials facilities, or nuclear fuel cycle facilities.

3. Demonstrated ability to develop and implement successful approaches to problem solving and conflict resolution, and to achieve cooperation and collaborative agreement among parties with diverse and often conflicting viewpoints or objectives.

4. Demonstrated ability to communicate clearly and effectively, both orally and in writing; and to establish effective working relationships with managers, Tribal, Federal, State, and local government agencies, and coworkers.

SPECIALIZED EXPERIENCE AT THE GG-11 LEVEL is defined as must having at least one year of specialized experience equivalent to the GG-09 grade level which is defined as experience that demonstrates general knowledge and experience applying the principles, theories, and practices in the fields of environmental science related to environmental documents under the National Environmental Policy Act, National Historic Preservation Act, or Endangered Species Act; OR 3 years of progressively higher level graduate education leading to a Ph.D. degree OR a Ph.D. OR equivalent doctoral degree.

SPECIALIZED EXPERIENCE AT THE GG-12 LEVEL is defined as must having at least one year of specialized experience equivalent to the GG-11 grade level which is defined as experience that demonstrates the specific knowledge and experience applying the principles, theories, and practices in the fields of environmental science related to environmental documents under the National Environmental Policy Act, National Historic Preservation Act, or Endangered Species Act.

SPECIALIZED EXPERIENCE AT THE GG-13 LEVEL is defined as must having at least one year of specialized experience equivalent to the GG-12 grade level which is defined as experience that demonstrates extensive knowledge and experience applying the principles, theories, and practices in the fields of environmental science related to environmental documents under the National Environmental Policy Act, National Historic Preservation Act, or Endangered Species Act; and the ability to develop and present sound technical bases for proposed resolutions.

SPECIALIZED EXPERIENCE AT THE GG-14 LEVEL is defined as must having at least one year of specialized experience equivalent to the GG-13 grade level which is defined as experience that demonstrates extensive knowledge and experience applying the principles, theories, and practices in the fields of environmental science that is sufficient for developing environmental documents under the National Environmental Policy Act , National Historic Preservation Act, or Endangered Species Act; assessing the environmental impacts of commercial nuclear facilities regulated by the NRC

Education

0801 Series:

  1. Degree: To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

  1. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of The adequacy of such background must be demonstrated by one of the following: 
    1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
    2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

1301 Series:

  1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

    or

  2. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

0401 Series:

  1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

    or

  2. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

Additional information

The duty location of this position is Rockville, MD. In general, employees are expected to be in the office at a minimum of 4 days per pay period.  Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
