The Government Information Specialist (Freedom of Information Act (FOIA)) is located in the Office of General Counsel (OGC) of the United States International Development Finance Corporation (DFC). The incumbent is responsible for processing Freedom of Information Act (FOIA) and Privacy Act (PA) requests, many of which involve complex questions or legal reviews. This is a developmental position with a full performance level of GS-14.

  • Serves as an experienced advisor who provides technical and administrative guidance on complex disclosure/privacy issues.
  • Develops confidentiality-related policies for corporate-wide application to internal and external customers.
  • Provides guidance and technical assistance to program personnel regarding FOIA and PA requests and responses.
  • Manage and oversee the DFC's FOIA program; receiving, monitoring, and responding to FOIA and PA requests.
  • Reviews incoming requests for clarity and reasonableness.
  • Identifies, extracts, and prepares third-party submitted information for notice and comment under Executive Order 12600.
  • Serves as a primary point of contact for agency staff and contract personnel about all aspects of the FOIA including agency FOIA procedure and the treatment of confidential commercial information and responds to those inquiries in a timely matter.
  • Enters all FOIA requests and appeals as well as tracking information into the FOIA Log.

Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.

TIME-IN-GRADE
: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

You may qualify at the GS-13 level, if you fulfill the following qualification requirements: One year of specialized experience in difficulty and complexity to the GS-12 level in the Federal service. Specialized experience is defined as experience in all of the following:
1. Experience with Freedom of Information Act (FOIA) laws, rules, and regulation in order to sustain a FOIA program;
2. Experience applying fact finding, analytical and problem-solving methods to evaluate the effectiveness of internal guidelines for processing FOIA and Privacy Act (PA) requests; AND
3. Experience using computer application to prepare and track responses to FOIA and PA requests.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

Salary will be based upon the locality pay areas, as defined by OPM, and will be adjusted based upon the selectee's duty location.

This position is eligible to be 100% remote. The option to work out of the DFC's office in downtown Washington, DC, is available to candidates who are interested.

Telework Suitability: The duties of this position is suitable for telework. The selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
