Summary

Help

The Office of General Supplies and Services (GSS) is responsible for acquisition services and comprehensive supply chain management, including excess/surplus federal property.

You will be responsible for the following duties, including but not limited to:

  • Supervises, plans, directs, coordinates, and executes business management, marketing, analytical, and evaluative work in assigned areas, such as business development, e-business, customer service, commercial platform, supplier management, category management, Multiple Award Schedule, special projects, and communication/educational outreach. Directs the team on category management and marketing strategies that impact overall marketing efforts of all GSS products and services.
  • Oversees the conduct of both continuing and one-time studies designed to improve and/or develop program office business opportunities. Performs a wide range of consulting, advisory, account management, and project management for the program office.
  • Works with other national category program managers to develop government-­wide outreach and education plans and strategies. Works closely with these government-wide category management program offices to set strategic direction for execution of strategic goals and initiatives to further the knowledge and use of category-­specific offerings.
  • Responsible for the development of comprehensive plans for operations that incorporate elements of the agency strategic plans, bureau business plans, and category management plans. Oversees team development and communication of category leadership initiatives and related action plans that deliver account objectives.

  • Serve a one year supervisory or managerial probationary period, if required.

  • CONDITION OF EMPLOYMENT: This position requires up to approximately 25% temporary duty business travel.

The GS-14 salary range starts at $122,198 per year.  Locality pay will be determined once the selectee's duty location has been established. To view current locality rates, visit – 2024 Pay Tables

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Specialized experience is experience performing strategic planning, financial oversight and/or implementation of programs related to market research, training techniques, customer service and business development concepts. Such experience must have included client and customer interface across all levels for the purpose of developing new business markets; creating and maintaining new customer relationships; and developing, executing and monitoring strategic plans and business processes that align with program and agency goals and performance measures.

You will be evaluated for this job based on how well you meet the qualifications above.

  • Knowledge of state-of-the-art business practices both in government and industry to analyze business requirements, assess project feasibility, define current and future business environments, and evaluate investment portfolios.
  • Ability to build consensus both within and external to the agency in order to develop business related plans.
  • Skill in written communication and oral communication to make formal and informal presentations to higher level management and communicate persuasively with business leaders.
  • Ability to lead a team of technical and professional staff in developing, coordinating, and implementing operations and technical activities and requirements.
