Duties

Help

As a OPERATIONS RESEARCH ANALYST at the GS-1515-15 some of your typical work assignments may include:

  • Serve as the Senior Operations Research analyst on a multi-disciplinary team for the development and execution of joint war games, workshops, seminars, and integrated analyses pertaining to national security, strategic-level policy, the role of military power and force planning.
  • Designs, develops, executes and facilitates primarily table top exercise style war games for participants including partners, allies, senior leaders to the 4-star and Cabinet level.
  • Analyzes event results and develops key insights and observations; and prepares final reports and briefings for division leadership and senior 4-star and civilian equivalent officials.
  • Serves as facilitator for group discussions, seminars, and wargames to the 4-star level.
  • Serve as wargaming and assessment methodology subject matter expert, maintaining currency in state-of-the-art innovations in game and decision analysis as well as experience doing coordination and/or research in wargaming methodology.
  • Coordinate throughout the Joint Staff, Office of the Secretary of Defense, Interagency, National Security Council, Intelligence Agencies, Services and top level schools (war colleges) for the development of wargames as well as the development of new methodologies and the enhancement of existing SAGD capabilities.
  • Serve as principal investigator and project lead for assessments for JS senior leadership. Duties will involve managing multi-disciplinary team of O-6/GS-15 and the integration of all Joint Staff functions into projects.

Qualifications

This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019.

You may qualify at the GS-15, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service as listed below:

  • Developing, executing, and analyzing 4-star and civilian equivalent war games and seminars pertaining to national security, strategic-level policy, military developments and force planning.
  • Facilitating discussions at the GO/FO/SES level in wargames, seminars, table top exercises
  • Designing and leading assessments
  • Applies knowledge of foreign affairs, the politico-military field and national intelligence community demonstrated by leveraging analytic skills to support multi-disciplinary politico-military or intelligence studies and/or working overseas on behalf of the U.S. government and/or interacting with the representatives of foreign governments;
  • Applies knowledge of the U.S. Government and DoD mission, operations, and policies to direct, coordinate, and organize high profile and sensitive assignments.
  • Writing and briefing clearly and effectively to senior leaders on a range of complex issues
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1515, series as listed below:

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
