This position is located within the Geriatrics and Extended Care (GEC). The primary purpose of the Program Support Assistant, HCBC is to provide assistant level support regarding claims for authorized vendor services as well as provide analytic functions to Home and Community Based Care (HCBC) Division Director and/or Geriatrics Extended Care (GEC) Business Manager.

Program Management Support (50%)
The incumbent provides direct support to the HCBC Division Director and/or GEC Business Manager by organizing, collecting, analyzing, and presenting information related to the clerical and accounting support of the bill processing program for the Home Community Based Care NIC Programs. The incumbent is responsible for all accounting duties for the community care budgets in excess of $4,000,000. These budgets include Contract Nursing Home (CNH), Contract Adult Day Health Care (CADHC), Homemaker Home-Health Aide (H/HHA), and Purchased Skilled Home Care (PSHC).

Supports Management & Community Health Care Staff in preparation for site visits. Coordinates inspections for all Nursing homes and Adult day care visits. Contracts all parties, sends out invites and attaches all necessary paperwork/ is the point of contact for all paperwork and coordinating with site for all visits. Provides information and recommendations to management on process improvements. Knowledge of the substantive programs of the division as related to the overall clerical and administrative support functions.

Coordinates efforts to obtain workload data to track progress in meeting objectives and use of resources for the Non-Institutional Care (NIC) Programs. Continuously communicates with Division Director and Business Manager regarding the status and progress of work and makes recommendations to management regarding day to day adjustment in accordance with established priorities.

Extra additional duties

Claims Processing (40%)
The incumbent is primarily responsible for giving advisory and technical assistance to eligible veterans their beneficiaries, professionals and administrative personnel in private, state, and federal health care institutions regarding entitlement and guidelines for the authorization of treatment at the expense of James A. Lovell, Federal Health Care Center (JALFHCC). Serves as the point of contact on claims (submission procedures, required information, unacceptable claims, etc.)

Creates and maintains and environment that ensures confidentiality of and privacy for patients.

Prepares required monthly and quarterly reports using the computer records which list information, balances, and adjustment actions taken. Projects costs on a monthly basis for daily cost to avoid over expenditure. Responsible for maintaining systems of controls and reports to assure budget plans are managed within established target allowances, that invoices are certified in a timely manner, and that supervisor and Fiscal Service are apprised of the status of funds.

Incumbent serves as the liaison official between other services of the medical center, and the vendors of the programs mentioned above.

Checks the administrative chart to see that the veteran is eligible for placement and has an authorization. Prepares authorizations in the VISTA computer system and follows SOP in processing all invoices for veteran services that were previously rendered. Follows the SOP in processing CNH/CADC/H/HHA/PSHC packets.

Responsible for auditing invoice received for payment covering the above mentioned programs.

Prepares code sheets and keeps log maintain batch numbers, amount paid, and number of claims covering all the above mentioned programs. These statistics are essential for completing reports such as the Stop Light Report, GEC Finance Report for the business manager, and AMIS Report which all affect performance measures tracked by VISN/Central Office. Updates spreadsheets an all claims, services, and patients. Creates and maintains a meticulously filing system for all paperwork and paid invoices.

Initiates action towards recoupment from all vendors when an overpayment has occurred, in references to instances when voucher auditors decision is overruled by General Accounting Office examiners during reviews of Fiscal activities, or because of applied insurance payments.

Maintains effective relations with co-workers, professionals, veterans, and others in day to day operations of the service.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/01/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: administrative and clerical support, customer service, scheduling, correspondence, record keeping, financial management, timekeeping, data collection and data management..

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: This is in a normal office work climate requiring such things as sitting, standing, carrying files, books, and other light items associated with clerical work. The work is mostly sedentary; however, some walking is required to retrieve folders and use of office machines.
