The primary purpose of this position is to advise the Commander on the implementation and supervision of policies and plans for the operation of command logistics activities in the areas of aircraft maintenance, supply, new weapon systems bed-downs, logistics planning, logistics requirements and resources, automated logistics/civil engineering data systems, facilities, and force protection.

Duties

Help

Plans, organizes, and manages the activities of the directorate, and serves as the primary advisor to the MAJCOM Commander on logistics, engineering, force protection and mission support functional activities. Directs the command-wide logistics and mission support functional activities budget, planning, reengineering, systems development, and innovation activities. Manages the development of command-wide, long-range personnel plans, program goals, policies, and procedures dealing with the Planning, Programming, Budgeting, and Execution System (PPBES). Develops goals and objectives that integrate the MAJCOM and AF objectives. Advises the MAJCOM Commander on key areas of responsibility. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Balances workload and provides overall direction and vision to the subordinate unit chiefs on a wide range of administrative issues. Establishes metric and analysis systems for units managed to assess efficiency, effectiveness, and compliance with regulatory procedures. Evaluates requirements for additional resources submitted by subordinate supervisors, and balances organization needs with overall mission requirements and resource interests. Identifies need for change in organization priorities and takes action to implement such changes. Establishes review systems for the organization that make certain government needs are met and validated, and that economy and quality of operations are maintained or improved. Serves as senior representative at high-level meetings, boards, and conferences (internally and those with HQ USAF, DOD, and other agencies). Participates in component meetings as Air Force delegate. Serves as a member of senior-level groups, e.g., Career Field Panels, MAJCOM Resource Board, etc. Directs, coordinates, and oversees work through subordinate division or team chiefs, and through them, all directorate personnel, both civilian and military.

Conducts interdependent assessment of selected programs and functions in order to recommend better, more efficient business practices. Provides dynamic leadership in the development of the corporate strategic plan. Maintains cognizance of new policies and directives issued by higher levels in the Department of Defense and Headquarters Air Force and by other agencies of the Federal government. Determines the adequacy of recommended actions to implement pertinent policies and directives. Attends high-level meetings throughout Air Education and Training Command, AF, OSD, DoD agencies and the other services. Directly interfaces with AFLCMC and DLA to ensure sustainment and improve support from wholesale logistics processes. Interfaces with and coordinates initiatives at the executive level with state and local governments, private industry and professional organizations. Defines and improves functional interfaces between the directorate, other AETC directorates, other commands, outside agencies and other DoD services.

Implements new policies for the management of logistics, engineering and force Protection functional activities. Provides impetus for the enhancement of directorate business practices, policies and procedures to incorporate streamlined and improved processes, increased responsiveness, accuracy and timeliness and integration of logistics and mission support processes with the operational functioning of the command. Makes key decisions concerning the utilization of resources allocated for the accomplishment of the mission. Directs and controls the allocation of AETC resources to implement logistics and mission support concepts, objectives, policies, plans and programs for Air Education and Training Command forces. Within the framework of approved budgetary and fiscal policy, commits resources in support of AETC logistics and mission support programs. Develops validated and prioritized requirements and advocates for Centralized Asset Management (CAM) Weapon System Sustainment (WSS) funding support to all AETC lead-command systems. Director is knowledgeable of base support funding processes to include sustainment, restoration and modernization. Reviews plans and submissions to ensure that the resources required will be available and used most effectively. Solves highly complex and unusual resource allocation problems.

Exercises supervisory personnel management responsibility; and, senior rater responsibilities for colonels and below. Directs, coordinates, and oversees work through subordinate supervisors.

  • Position has been designated Critical-Sensitive and the selectee must have or be able to obtain a Top Secret clearance
  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
  • Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
  • Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.
  • This position is designated Emergency-Essential (E-E). In the event of a crisis, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

A. MANDATORY TECHNICAL QUALIFICATIONS (MTQ - NTE 2 Pages Total): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

1. Authoritative knowledge of logistics management, civil engineering, and force protection functions, supply chain management, aircraft maintenance, depot maintenance, support planning, and the development and implementation of sourcing strategies.

2. Demonstrated leadership in the oversight of diverse industrial activities, including experience in controls, and metrics to develop command capabilities and capacities as well as a possess an understanding of logistics business systems.

B. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQ - NTE 10 Pages Total): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service (SES); they also reinforce the concept of an "SES corporate culture." Submit a supplemental statement of the Executive Core Qualifications (ECQs listed below) in the challenge/context/action/result (C-C-A-R) model format as provided by the Office of Personnel Management (OPM) Guide to SES Qualifications. Applicants should focus on recent experience, education, and training, as some Recruitment Panel, Executive Resources Board, and or OPM Quality Review Board reviewers may consider experience that's over 10 years old to be outdated. ECQ 1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. Education

Education: A bachelor's degree from an accredited institution is desired. A master's or advanced degree from an accredited institution is highly desired. An undergraduate technical degree or an advanced degree in either a technical or management field is highly desired.

This is a Tier 1 target Tier 2 civilian senior executive opportunity. The incumbent selected may be hired at the Tier 1 or Tier 2 level, dependent upon qualifications and experience, and the immediate needs of the organization.

Candidates will be evaluated for this position by a screening panel composed of a diverse mix of senior executives and/or general officers selected for organizational and/or functional backgrounds relevant to this position. The panel discusses each application and reaches consensus as to the Best Qualified, Qualified or Not Qualified candidates. Only the Best Qualified candidates will be interviewed. The panel will then make a recommendation of those Best Qualified candidates who should be referred to the selecting official, in priority order. Final selection is contingent upon the Air Force Executive Resources Board, the Under Secretary of the Air Force and OPM Quality Review Board (QRB) Certification.
