Duties

Help

  1. Plans, organizes, and directs the activities of 668 ALIS, Communications Engineering Section. and develops goals and objectives that integrate organization and Engineering section objectives. Researches, interprets, analyzes, and applies Intelligence Community and Department of Defense guidelines, policies, and regulations.
  2. . Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards.
  3. Establishes, develops, and maintains effective working relationships with the Civil Engineering Flight, Mission Support Flight, NSA, HQ 16 AF and field organizations. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise.
  4. Performs requirements visits and site surveys to evaluate organizational mission requirements and develop integrated cyber solutions. Perform needs analysis to determine opportunities for new and improved business process solutions to support missions.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Individual Occupational Requirements for Information Technology (IT) Management Series, 2210 (Alternative A)

This is a GG-13 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-13 duties for the "Supervision / Management" work category are at the "Senior" work level and are equivalent to those at the GG-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.


BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments, or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Possess knowledge of related technical fields, such as electrical, mechanical, and structural in order to fully comprehend and resolve problems arising or resulting from incomplete or conflicting data. Knowledge of methods, techniques, and processes for the integration and optimization of system components, infrastructure requirement, and test and evaluation methods sufficient to install and operate large and complex IT systems. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of LAN/WAN security, topologies, protocols, and infrastructures design principles as their application to NIPR, SIPR, JWICS and NSA voice/data networks.

2. Knowledge of safety and security regulations, practices, and procedures. 3. Knowledge of capabilities and requirements analysis.

4. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

5. Ability to communicate effectively, both orally and in writing.

6. Skill in performing site surveys to provide technical solutions, design concepts, or design changes in enterprise network infrastructure.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
