At the GS-09/11 and 12 level, the incumbent performs essentially the same duties as outlined below; however, the scope and complexity of assignments are of less responsibility and independence and receives closer supervision than the GS-13 level.
Serves as intelligence analyst providing all-source strategic analysis on terrorism, narcotics, and transnational organized crime (TOC) in South America and narcotics and TOC in northern and western Africa and the impacts of these issues, OR
Serves as intelligence analyst providing all-source strategic analysis on narcotics and TOC in South Asia, the Middle East and Eastern and Southern Africa and the impacts of these issues on U.S. foreign policy interests.
Prepares written analysis and oral briefings to inform senior foreign policymakers on terrorism, narcotics, and TOC issues, including drug trends, criminal and terrorist group intentions, drug/crime-related corruption, and security policies.
Ensures the intelligence needs of State Department policymakers are clearly conveyed to appropriate collection agencies within the U.S. Intelligence Community (IC) and represents INR on IC and interagency committees.
Regularly drafts and coordinates on IC products for the President’s Daily Brief (PDB), National Intelligence Council (NIC), and other similar entities, ensuring INR views are represented.
Must be able to obtain and maintain a Top Secret security clearance.

Qualifications
Applicants applying for the GS-09 grade level must meet one of the following requirements:
A. Have at least 1 full year of specialized experience equivalent to the GS-07 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience making preliminary determinations using research, analysis, and evaluation of intelligence data derived from senior intelligence specialists such as recency and authenticity determinations of data reviewed.
Experience preparing presentations from intelligence studies to assist other intelligence specialists and/or larger studies.
Experience working as part of a team.
OR
B. Have a master's or equivalent graduate degree, OR 2 full years of progressively higher level graduate education leading to such a degree, OR LL.B or J.D. from an accredited college or university. This education must demonstrate the knowledge, skills, and abilities to do the work of the position to be filled;

C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS- 07 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position.
