  • Develops specifications for the various projects assigned to the District, and for the coordination of, and correlation with, related functions within Engineering Division.
  • Maintains and updates the front end and technical master specifications that have been developed for the District, or programs managed by the District, such as Reserves.
  • Utilizes web-based Quality Assurance Management Systems (such as DrChecks) for review documentation.
  • Works in close conjunction with the Design and Management Branches for master specification preparation as well as for specific projects.
  • Consults with design engineers to address conflicts between specification and designs, especially where designs have been modified to reflect changes in scope.

  • Participates in Responds to Biddability, Constructability, Operability, Environmental and Sustainability (BCOES) and Independent Technical Review (ITR) comments in DrChecks in a timely manner and makes appropriate revisions to specifications.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience for GS 11: One year of specialized experience which includes database management, tracking reviews, administration of contract task orders. Review engineering work products, pay estimates, expense reports for improvement on engineering submittals; prepare and process Biddability, Constructability, Operability, Environmental, and Sustainability packages independently. Performs quality assurance reviews of the specification packages that Architect-Engineering firms prepare for the district. Prepare specifications for various projects that are completed in-house, Interagency and International Services, or civil works projects. Utilizes web-based Quality Assurance Management Systems for review documentation of those packages.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
