As a Law Clerk or Attorney-Advisor at the GS-0904/0905-11, you will be part of Office of the Vice Chair, Equal Employment Opportunity Commission. Duties

Help
  • Reviews documents submitted for Commission approval, including regulations/guidance documents, litigation rec., determinations on petitions to revoke/modify subpoenas, and appellate decisions on complaints filed by fed. sector employees.
  • Conducts legal, legislative, and other research, including on Westlaw, Lexis, Thomas (Library of Congress), general internet and government websites, newspapers, and journals.
  • Provides legal and policy advice, interpretations and determinations on matters involved in EEOC programs and missions, including drafting concise, analytically sound, and well written memoranda, recommendations, and other relevant documents.
  • Interacts and builds relationships with, and represents the Vice Chair in interactions with, internal Commission offices, including Special Assistants for other Commissioners, and with external agency stakeholders.
  • Drafts materials for outreach and public education initiatives undertaken by the Vice Chair, including speeches, talking points, PowerPoint presentations, and prepares briefing binders for the Vice Chair’s travel and speaking engagements.
  • Coordinates other communications efforts by the Vice Chair, including through social media and other media avenues, arranging and coordinating speaking engagements, and exploring new ways to get the Vice Chair’s message out to the public.
  • Coordinates outreach efforts by the Vice Chair, including creating and identifying strategies to reach different groups of stakeholders on high priority issues.
  • Assists with project management by monitoring the EEOC electronic document management system for incoming assignments for review, votes, and other action items, including preparing and maintaining tracking charts of assignments and deadlines.
  • Performs administrative duties, including scheduling, making travel arrangements, ordering supplies, and recruiting and onboarding interns for the office to ensure efficient and effective operations of the Office of the Vice Chair.

Qualifications

For the Law Clerk GS-0904-11: You must have a first professional law degree (LL.B. or J.D.) or equivalent training. Equivalent training is training permitted in some States in lieu of attendance at law school. To be accepted, this training must be of the kind and nature required by the State in which the bar examination is taken or will be taken.

In addition, you must present evidence of superior law student work or activities, demonstrated by one of the following:-
Academic standing in the upper 30 percent of the law school graduating class;
- Special high-level honors for academic excellence in law school, such a selection to the Order of the Coif;
- Participation on law journal;
- Winning of a moot court competition or membership on the moot court team which represents the law school in competition with other law schools; or- Other equivalent evidence of clearly superior achievement.
OR
You must have other qualifying experience which includes: one year of professional non-legal experience at the GS-9 level or equivalent. Examples of this non-legal experience include:
- Experience as an Equal Opportunity Specialist or Paralegal Specialist;
- Full-time or continuous participation in a legal aid program, as opposed to onetime, intermittent, or casual participation; or
- Significant summer or school-year law office clerk experience.

For the Attorney-Advisor, GS-0905-11:You must have earned a professional law degree (J.D. or LL.B.) from a law school accredited by the American Bar Association and be an active member of the BAR.

Professional legal education above the first professional law degree may be substituted for experience required as follows:(a) The second professional law degree (LL.M) may be substituted for one year of experience (b) The third law degree (J.S.D) may be substituted for one year of experience beyond the LL.M.

Applicants must meet all eligibility requirements (e.g., time-in-grade and qualification requirements) within 30 days of the closing date specified in the vacancy announcement.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Special Instructions for Foreign Education: Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment. Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing if selected.

You may be appointed as a Law Clerk or Attorney Advisor.

GS-0904-Law Clerk:
Term Appointment not-to-exceed 14 months pending admission to a State bar. Appointment may not be extended beyond 14 months. Upon passing a State Bar examination, you may be eligible for conversion to an Attorney Advisor, GS-11 position. In the event the Executive resigns before the expiration of their appointment, your appointment will expire on the same day.

GS-0905-Attorney Advisor: Term Appointment will conclude on the expiration of the Executive's appointment. In the event the Executive resigns before the expiration of their appointment, your appointment will expire on the same day. This position will terminate at the end of the appointment and will not be converted to a permanent position. The agency has the right to terminate employment at any time during the NTE appointment period.

The full performance level for the 0904 Law Clerk and the 0905 Attorney is a GS-11.

Relocation expenses will not be paid.

The selectee will be required to have a duty station location at HQ or one of the 53 EEOC Field Offices. HQ (Washington, DC) location is preferred but not required.
