Serves as a developmental Contract Specialist in the planning of the overall approach to meet contracting program objectives for procuring a variety of requirements involving highly specialized procurements of significant importance to the Agency
Performs market research/analysis to determine market capabilities to meet the requirement; analyzes market trends, commercial practices, conditions, and technological advances, and recommends and/or selects appropriate contracting techniques and procedures to solve basic acquisition problems
Reviews procurement requests for adequacy and compliance with administrative, regulatory, and procedural requirements and consistency with current business practices and conditions
Procures commodities, services, and/or research and development. Assist in making award recommendations and preparing final contract to include appropriate standard clauses and special provisions and incentives, such as cost and performance incentives
Executes post-award contract performance management actions on contracts, to include those with cost reimbursement and/or those with incentive arrangements
Provides business advice and guidance to others on contracting work and prepares correspondence, letters, memoranda, documents, or reports that support contractual actions or recommendations

This is an Acquisition Workforce position in the Contracting functional area. The incumbent will be required to become certified in the Professional tier within 3 years.

You may qualify at the GS-07, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-05 grade level in the Federal service:
Specialized experience must demonstrate the following: business administration/management or any contracting-related experience.
You may qualify at the GS-09, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-07 grade level in the Federal service:
Specialized experience must demonstrate the following: applying contracting regulations, contract law and legal precedents; compiling/evaluating price and/or cost data for a variety of pre-award and/or post-award activities; and performing tasks in support of contract administration.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Basic Education requirements for Contracting series (required for all applicants):
A 4-year course of study leading to a bachelor's degree
Or
Current civilian employee in DoD or member of the Armed Forces, who occupied a GS-1102 position or contracting officer position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30th, 2000
Substitution of education may be used in lieu of specialized experience (e.g. in "Qualifications" section above), for these grade levels.
For GS-07:
1 full academic year of graduate education, law school, or superior academic achievement
For GS-09:
2 full academic years of progressively higher level graduate education or master's or equivalent graduate degree or LL.B. or J.D.

Additional information
This is a 3-year developmental position under the Contract Developmental Program (CDP).
All applicants will be hired at the GS-07/09 grade level.
There will be DAU CON course requirements, competencies, and contracting division rotations for each year in the program. Each CDP trainee will be expected to complete all required elements each year at a satisfactory performance level in order to promote to the next grade level.
During the last year of the program, all trainees must pass the Professional Contracting Certification exam to graduate and promote to the GS12.
ACQUISITION POSITION: This is an Acquisition Workforce position in the Contracting functional area. The incumbent will be required to become certified in the Professional tier within 3 years. The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.
The employee must meet the qualification requirements for contracting positions under the Defense Acquisition Workforce Improvement Act (DAWIA) as implemented under DoD Instruction 5000.66, Operation of the Defense Acquisition, Technology, and Logistics Workforce Education, Training, and Career Development Program.
