The primary purpose of this position is to serve as a Systems Engineer for the MMIII Ground Electrical Branch within the MMIII Sustainment Division. This is a System Program Office (SPO) position that includes overseeing system design changes, coordinating contracting efforts to deliver field requested modifications, and mitigating obsolescence risks to the MMIII ground systems.

DUTIES:

  • Provide technical oversight for engineering design, development, integration, and testing for Ground Electrical Programs.
  • Collaborate with stake holders and users to identify and resolve issues through required modifications or other means, to support weapon system Key Performance Parameters (KPPs).
  • Draft, approve, and review technical documents, e.g., Contract Data Requirements Lists, Test Plans, Test Reports, Depot Support Requests (e.g., Air Force Technical Order (AFTO) Form 202 Engineering Technical Assistance Request, AFTO Form 22, Technical Manual Change Recommendation, etc.), and other technical evaluations.
  • Assign and approve technical tasks for response from support contractors.
  • Assess the program for maintainability, availability, and reliability, identify short falls, and establish mitigations.
  • Collaborate with essential mission partners for effective requirements development and integration of the weapon system.
  • Perform probabilistic risk analysis, fault trees, and trend analyses to determine Root Cause and Corrective Actions (RCCA).
  • Prepare reports and presentations to keep peers and leadership informed on technical issues and solutions.
HIGHLY DESIRED:
  • Three or more years of experience in electrical/electronics engineering is highly desired for a position at a NH-03 level.
  • Experience with systems engineering processes including Systems Engineering Technical Review (SETR), Preliminary Design Review (PDR), Critical Design Review (CDR), Test Readiness Review (TDR), Functional Configuration Audit/Physical Configuration Audit (FCA/PCA) is ideal.
  • Experience in configuration management, and systems engineering processes is highly valued.
  • Experience with the nuclear enterprise, particularly ICBMs, is strongly desired.
  • Practical knowledge of the requirement flow from development to deployment is also valued.
  • Understanding how to work within the DOD Acquisition Process with an emphasis on sustainment is
  • Experience in communicating technical issues and solutions through verbal or written briefings is preferred.
  • Demonstrated ability to interpret engineering drawings is valued.
  • Strong background in leadership, communication and interpersonal skills is desired.
  • Master's degree and grade appropriate Professional Military Education desired, but not required.

  • This position may require travel.
  • A professional engineering degree at the bachelor’s level from an ABET accredited institution in Electronics Engineering or a closely related engineering discipline is highly desired.
  • This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
  • The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
  • Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Engineering and Technical Management “Practitioner” certification category within required timeframe after appointment.

KNOWLEDGE, SKILLS, ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of professional electronics engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced engineering theories, principles, and concepts to project development, execution, and advisory services.
  2. Knowledge of development testing and evaluation sufficient to apply experimental theories and new applications to issues and provide technical advice and direction in support of weapon systems, subsystems, and/or support equipment.
  3. Knowledge of integrated air-vehicles, ground systems, and support equipment sufficient to plan, design, test, troubleshoot, evaluate, and oversee the development and/or sustainment of electronic systems or devices.
  4. Knowledge of the principles of planning and program management; standard acquisition regulations, practices, and procedures; and other engineering disciplines.
  5. Ability to devise and evaluate criteria, parameters, characteristics, and interrelationships for design approaches, and to assess the impact of new technology on current systems and processes.

Education

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
