Summary

As a Contract Specialist, you will serve as the senior strategic and professional consultant, advisor, and senior liaison for the OASIS+ and iterations of that acquisition program.

Location of position: GSA-FAS-Professional Services and Human Capital Portfolio. This position will be a virtual/full-time telework position.

This position will be in GSA, Federal Acquisition Services (FAS), Professional Services and Human Capital (PSHC). The Office of Professional Services and Human Capital Categories (PSHC) is responsible for the strategic leadership, oversight, and management of FAS’s professional services, human capital services, and charge card management programs and contracts. Major duties include, but are not limited to the following:

  • Serves as a senior acquisition expert, authoritative advisor, lead negotiator, and senior Contract Specialist on the OASIS+ Program and iterations of it with complete authority for all contractual actions under their purview.
  • Collaborates and provides leadership to a matrix team of contract specialists, contracting officers, procurement technicians, Industrial Operations Analysts (IOA) and other stakeholders in a matrixed environment to accomplish complex pre-award and post-award contracting activities and tasks throughout the OASIS+ Program’s acquisition life cycle.
  • Manages highly complex acquisition actions and serves as a top acquisition professional providing leadership on evolving global acquisition program matters which can include new policies, new programs, or other unprecedented matters.
  • Serves as a senior liaison in areas related to innovative global acquisition opportunities and/or programs with key stakeholders. Monitors technical aspects of broad programmatic issues to ensure successful completion, recommends changes or solutions to problems or redirection of program effort, as required.
  • Establishes and maintains productive working relationships with counterparts throughout the organization to ensure that all aspects of customer requirements are met with a focus on unique acquisition requirements or needs that are achievable through OASIS+ contracts.

The  GS-14 salary range starts at $122,198.00 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13  level or higher in the Federal service.

You must meet the requirements in 1, 2, or 3 below:

  1. All of a, b, and c below:
    (a)  Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional Certification.
    (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
    (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  
  3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

Specialized experience is one year of experience equivalent to the GS-13 in the Federal service. Specialized experience is: 

  • Experience in evaluating or implementing contracting programs; OR
  • Leading or supervising contracting professionals providing contracting services for the acquisition of a wide range of supplies and services; OR
  • Contracting experience that demonstrated the ability to perform the full range of highly complex professional and other services across multiple disciplines, including pre-award and post award activities utilizing a variety of types of contracts and evidence of professional potential, business acumen, drive for results, relationship building, and self-motivation in order to procure supplies and services.

  • Utilizing the program of OASIS+ global contracts offered to provide authoritative acquisition advice, direction, and program management.
  • Applying procurement regulations and contracting principles including the latest procedures and techniques, e.g., sophisticated pricing arrangements, cost accounting, and life cycle costing sufficient to plan, develop, implement, maintain, and administer all contractual aspects of a global acquisition program; to develop innovative contractual language, terms and conditions; and to serve as program contractual authority and advisor on the acceptability and applicability of contractual matters related to the assigned global acquisition program.
  • Applying Federal contracting laws, regulations, rules, and procedures and theories in order to plan, manage and/or review and recommend to top management approval of innovations (systems, operating positions, management philosophies) impacting global acquisitions, operations,  functions, and/or activities.
  • Utilizing the program OASIS+ operations to serve as a senior  liaison in areas related to innovative global acquisition opportunities and/or programs.
  • Executing both written and verbal communication to keep GSA management, customers and contractors apprised of project status as well as to communicate effectively, with senior level executives and top level management at customer agencies, to acquire information, present sensitive recommendations to higher authority, to articulate highly technical information to varied audiences, to present or negotiate on behalf of FAS, and to resolve critical global procurement issues, concerns, and/or problems.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
