The incumbent will serve as an Education Program Specialist (Trainee) and report to the Office of Elementary and Secondary Education (OESE) at the U.S. Department of Education (ED) in Washington, DC. The position performs professional work in the School Climate Transformation Group in the Office of Safe and Supportive Schools (OSSS) division in the OESE.

As an Education Program Specialist, GS-1720-09, you will be responsible for:

• Participating in the analysis and interpretation of regulations, statutes, policy, and procedures, relative to the administration of Federal Mental health grant programs.
•  Providing technical assistance to assigned grantees. Assisting applicants with requirements for submitting proposals for grants and on appropriate ways of developing program proposals to be submitted in grant applications.
• Participating in program peer reviews for grant awards. Makes funding and policy recommendations to program staff concerning pending awards and related matters.
• In consultation with other program staff, writing reports and making recommendations regarding the renewal of on-going projects. 

As an Education Program Specialist, GS-1720-11, you will be responsible for:

• Performing professional work for an educationally related program (or group of programs) directed towards improving American education. Program objectives are achieved through the management of grants, as well as through professional leadership and expertise.
• Assisting with the review and evaluation of proposals for completeness, soundness of educational objectives, and suitability in terms of established criteria for judging proposals in the particular program area concerned.
• Participating in on-site monitoring visits to funded projects to assess the educational effectiveness and progress and to determine compliance with Department rules and regulations with grant/contract terms and agreements and with proposal objectives.
• Developing reports and memos and making recommendations to program staff and leadership. Preparing other information and supporting documentation.

TELEWORK ELIGIBILITY:

  • You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high speed internet and cell phone service meeting current Agency policy from the approved work location.

Minimum Qualification Requirements

You may meet the minimum qualifications for the GS-09, if you possess the specialize experience, education, or a combination of the two. 


Specialized Experience for the GS-09

One year of experience in either federal or non-federal service that is equivalent to at least a GS-07 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience interpreting grant programs and their function, and identify areas where there may be issues and challenges with respect to discretionary and formula grant programs.
2. Experience providing technical support to support applicants on the requirements for submitting grant applications.
3. Experience interpreting laws, regulations and policy with respect to specific grant program requirements and administration.

OR

EDUCATION (see EDUCATION SECTION of the vacancy announcement)

OR

A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1. Knowledge of education theories, principles and practices and the roles of the federal and/or state, local governments sufficient to plan, evaluate and advise on funded educational programs, their requirements and problems.
2. Knowledge of the federal and/or state grant process to anticipate issues; conceptualizes, and executes strategies to support grant management and provide technical assistance to grantees.
3. Ability to identify and resolve basic issues or problems by application of precedents or established policies, methods and practices.
4. Skill in oral and written communication.

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-11, if you possess the specialize experience, education, or a combination of the two. 

Specialized Experience for the GS-11

One year of experience in either federal or non-federal service that is equivalent to at least a GS-9 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience reviewing program guidance on formula or discretionary grant programs, and an awareness of analytical and evaluative methods to identify areas where there may be issues and challenges.
2. Experience discerning grant program requirements and the interplay between Federal and/or State responsibilities.
3. Experience providing technical support on education projects to advise applicants on the requirements for submitting grant proposals.

OR

A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level.

4. Skill in oral and written communication, including developing reports, providing guidance, and delivering technical assistance.

Education

Applicants must meet the basic requirements listed below in addition to the specialized experience and/or education requirement for GS-09/11.

Basic requirements: 

Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.

OR

Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below.

OR

Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.

OR

At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.

              Two years of graduate education (beyond a bachelor’s degree).

              A combination of specialized experience and education that when taken as a percentage of the required education and experience total 100% or more.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

          1. Eligibility and Minimum Qualifications

          2. Rating and Ranking

If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire. You will be evaluated based on how well you meet the qualifications and competencies listed in this vacancy announcement. Your qualifications will be evaluated based on your application materials, the responses on the application questionnaire, and the result of the Monster Competency Based Assessment(s) required for this position. You will be assessed on the following competencies. 

Non-Supervisory: Oral Communications, Writing, Interpersonal Skills, Problem Solving, Teamwork, Technology Orientation, Customer Service, Attention to Detail and Self-Management 

Based on the outcome of this evaluation candidates will be assigned a numerical score out of a possible 100 and be placed into one of three categories: Best Qualified, Well Qualified, or Qualified.  The three categories are defined below:

Best-Qualified Category – Applicants who have a score between 95 and 100.  Demonstrates better overall or key knowledge, skills, or abilities for a specific position.

Well-Qualified Category – Applicants who have a score between 85 and 94.99.  Possesses the KSAs which clearly exceed the minimum qualification requirements for the position but does not necessarily meet the definition of best qualified.

Qualified Category – Applicants who have a score between 70 and 84.99. Meets the minimum qualification standards for a specific position.

Veterans’ Preference: Veterans’ preference eligibles will be ranked ahead of qualified non-preference eligibles within each category for which they are qualified.
