Summary

This PSC position is assigned to the Overseas Security Advisory Council (OSAC) Program office, in the Diplomatic Security Service (DS/DSS/OSAC).

In this position, you will serve as OSAC’s Information Technology Project Manager responsible for planning, developing, and managing information technology projects for the office, including continued design, development, implementation, operations, maintenance, training, strategic/capital planning, and life cycle replacement requirements of OSAC.gov.

Duties

Help
  • Manages the operation and maintenance of the OSAC.gov website, including defining requirements, design of user interfaces, ensuring certification and accreditation, and resolving problems.
  • Performs in-depth and authoritative evaluation of all aspects of the program and maintains all documentation relative to the program.
  • Oversees the development and management of training programs for OSAC website users, including Program Office staff and members and, as appropriate, recommends improvements in training methods, techniques, and materials.
  • Plans, coordinates, and manages special high-priority, high-profile projects as directed by OSAC management.

Qualifications

Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail;
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately;
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgement to generate and evaluate alternatives, and to makes recommendations;

AND Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience managing large-scale IT projects.
  • Experience advising senior officials on IT programs and systems.
  • Experience initiating upgrades and enhancements for various web-based platforms.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-13 position.

  • Ability to perform management and program analyses.
  • Knowledge of information technology specialty areas (e.g., application systems design, database management, computer equipment, software, systems).
  • Ability to prioritize, plan, and organize your work.
  • Knowledge of IT computer systems (e.g., Enterprise and Information Architecture).
  • Ability to apply program management principles, methods, and practices.
