Duties

Help

Serves as the Director of the Ground Intelligence Support Activity, a major subordinate activity of the US Army Intelligence and Security Command (INSCOM). The incumbent is directly responsible for leading strategic execution and management of a multi-million dollar Intelligence IT Enterprise activity that provides Intelligence Information Management (IM) enterprise-wide support from the national to tactical levels for Military operations, combat readiness, and intelligence dissemination forthe Army Intelligence and Security Enterprise. As a Direct Reporting Unit (DRU) to the Army G2 all IT efforts are a functionof direction from the Army G2 and well as ensuring synchronization and conformance with the Army CIO and Director National Intelligence (DNI) directives and standards of IT activity. Collaborates and partners with the Intelligence Community and Army Intelligence program managers (e.g. Distributed Processing, Exploitation, Dissemination (DPED) supporting Intelligence analysis, training, biometrics, TROJAN, cloud architecture and data/information source operation programs) for the centralized hosting of mission system programs of record and the extension of IC provisioned services to Army customers down to the tactical level of war-fighting and peace time operations. Maintains direct relations with counterparts in DoD and IC organizations and operations to optimize service, strict adherence to evolving security standards, reduce IT costs, facilitate exchange and application/understanding of critical Intelligence information.

  • Two year trial/probationary period may be required. You will serve a two-year probationary period unless you have previously completed the probationary period in the DISES.

  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) upon entry, and annually thereafter.
  • The incumbent is required to travel on both scheduled and unscheduled aircraft, and other modes as required, under conditions specified under the DoD Joint Travel Regulations.
Mobility: The U.S. Army senior leadership considers mobility to be an integral part of employment as a DISES/DISL member. Incumbent must be able to travel (both CONUS and OCONUS) related to the duties of this position and required to sign a mobility agreement for this position.

Re-Employment of Annuitants: In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the reemployment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(l) or 8414(b)(l)(A) of title 5, United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate. Political Recommendations: The Army is barred by 5 USC 3303 from accepting or considering political recommendations regarding appointment or any other personnel action; any violation of the bar on recommendations is a prohibited personnel action.

Qualifications

The five Executive Core Qualifications (ECQs), Technical Qualification (TQ), and the Intelligence Community Senior Officer Core Qualification Standard (IC SOCQs). Failure to meet the ECQs, TQ and IC SOCQ automatically disqualifies and applicant. Additional information on ECQs is available at http://www.opm.gov/ses/recruitment/ecq.asp.

EXECUTIVE CORE QUALIFICATIONS (MECQS) - Mandatory: Applicants must submit written statements (narrative format) describing accomplishments in the MECQs. All MECQs must be addressed separately. Failure to do so will result in an 'ineligible' rating. Each accomplishment must be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total MECQ write-up should not exceed 10 pages using 12pt, Arial or Times NewRoman with 1 inch margins.
ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Technical Qualification - Mandatory
1. Demonstrated operating a large scale, globally distributed information technology enterprise delivering the full range of network, data, and communications services to enable multi-discipline intelligence collection, analysis, processing, and dissemination.
2. Demonstrated experience integrating national intelligence information technology capabilities, data, and services with military forces at tactical echelons.
3. Experience standing up a new organization and developing associated operating constructs, processes, procedures, policies, goals, and mission objectives.

Intelligence Community Senior Office Core Qualification Standard-Mandatory
Intelligence Community (IC) Senior Officer Core Qualification (SOCQ) - Leading the Intelligence Enterprise: Required for all senior executive positions effective 1 October 2010. This SOCQ involves the ability to integrate resources, information, interests, and activities effectively in support of the IC's mission and to lead and leverage cross organizational collaborative networks to achieve significant mission results. Inherent to this Standard is a deep understanding of the Intelligence enterprise (or other comparable interagency or multi-organizational environment) and a shared commitment to the IC's core values. (Include a separate attachment one page maximum per competency).

(1) Collaboration and Integration: IC Senior Officers have a responsibility to share information and knowledge to achieve results, in that regard are expected to build effective networks and alliances; actively engage these peers and stakeholders; involve them in key decision; and effectively leverage these networks to achieve significant results. Senior officers are expected to create an environment that promotes employee engagement, collaboration, integration, information and knowledge sharing, and the candid, open exchange of diverse points of view.

a. Build, leverage, and lead collaborative networks with key peers and stakeholders across the IC and/or other government/private-sector organizations, or professional/technical disciplines to achieve significant joint/multi-agency mission outcomes.

b. Integrate joint/multi-agency activities effectively exercising collaborative plans that realize mutual IC, joint, or multi-organizational goals.

(2) Enterprise Focus: IC Senior officers are expected to demonstrate a deep understanding of how the missions, structures, leaders, and cultures of the various IC components interact and connect; synthesize resources, information and other inputs to effectively integrate and align component, IC, and the United States Government interests and activities to achieve IC-wide, national, and international priorities. Senior officers are expected to encourage and support Joint Duty assignments and developmental experiences that develop and reinforce enterprise focus among their subordinates.

a. Understand the roles, missions, capabilities, and organizational and political realities of the intelligence enterprise; apply that understanding to drive joint, interagency, or multi-organizational mission accomplishment.

b. Understand how organizations, resources, information, and processes within the IC interagency/multi-organizational environment interact with and influence one another; apply that understanding to solve complex interagency or multi-organizational problems.

(3) Values-Centered Leadership: IC Senior officers are expected to personally embody, advance and reinforce IC core values. Senior officers are expected to demonstrate and promote departmental and/or component values.

a. A Commitment to selfless service and excellence in support of the IC's mission, as well as to preserving, protecting, and defending the Nation's laws and liberties.

b. The Integrity and Courage(moral, intellectual, and physical) to seek and speak the truth, to innovate, and to change things for the better, regardless of personal or professional risk.

c. Collaboration as members of a single IC-wide team, respecting and leveraging the diversity of all members of the IC, their background, their sources and methods, and their points of view.

d. Promote, reinforce, and reward IC, departmental/component core values in the workforce and ensure that actions, policies, and practices are aligned with, and embody those values.

e. Ensure that organizational strategies, policies, procedures, and actions give appropriate focus, attention, and commitment to diversity of people, points of view, ideas, and insights.

Moving Expenses
: Permanent Change of Station costs may be authorized. Department of Defense National Relocation Program services will be authorized for current Federal employees in accordance with applicable regulations.

Drug Testing: This is a Testing Designated Position (TDP). The incumbent must successfully pass a urinalysis test before entering this position and reasonably thereafter. Condition of Employment: Selectee will be required to sign a Condition of Employment form prior to entry into this DISES position.

Security Clearance: In order to qualify for this position, you must be able to obtain and maintain a Top Secret security clearance with access to Special Compartmented Information (TS/SCI).
