This position reports to the Associate Administrator for Mission Support. The Director, Resources and Performance Management Officeis responsible for providing business and financial management support for the Agency's mission support activities, performing the following functions:

  • Responsible for leading the Programming, Planning, Budgeting, and Execution (PPBE) process for the mission support budget across the Construction and Environmental Compliance and Restoration (CECR) and Safety, Security, and Mission Services (SSMS) accounts which include numerous sub-accounts for human capital, infrastructure, communications, technology, center operations, procurement, protective services, budget and financial management, technical authorities, and partnerships.
  • Provides input to Strategic Planning Guidance and develops Program and Resources Guidance, Program Analysis and Alignment assessments, Issue Papers, Program Decision Memoranda, and Congressional Justification including budget exhibits. Develops and delivers Office of Management and Budget (OMB) and Congressional briefings.
  • Responsible for developing the mission support Congressional Justification on an annual basis and interfaces with OMB and with congressional staff to defend SSMS and CECR budget requests.
  • Develops Operating Plans, Agency Execution Plans, Phasing Plans, Anticipated Recoveries, Estimates for Carryover, and Funds Distribution. Answers inquiries from organizations funded by SSMS and CECR budgets regarding appropriate use of funds, reprogramming actions, operating plan changes, and upward variations.
  • Establishes work breakdown structures for SSMS and CECR budgets and ensures data integrity in financial management and budget systems.
  • Serves as the focal point for Field Centers and other offices on matters relating to mission support requirements including balancing Mission Directorate, Mission Support Office, and Field Center priorities; leads inter-Center work assignments in close coordination with the Office of Human Capital, Office of the Chief Financial Officer, Mission Directorates, and Centers; and provides oversight of SSMS and CECR funded contract and reimbursable arrangements at Centers.
  • Conducts ongoing high-level review and analysis of projected and actual performance of Headquarters and Field Center mission support activities. Integrates Agency mission support activities to provide strategic planning and performance measurement including Strategic Objective Annual Review, quarterly performance updates, and annual performance plans for SSMS and CECR funded activities.
  • Provides coordination and analysis of crosscutting mission support initiatives for the Mission Support Directorate Associate Administrator and Office of the Administrator.
  • Collaborates and coordinates the execution of external audits or the provision of external financial services, such as independent cost assessments, as required.
  • Initiates and engages in all manner of activities, whether financial or other, conducive to the financial health, growth prospects, and fulfillment of mission support plans.

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.

MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1: Demonstrated experience leading agency-level budget formulation and execution of a multi-billion-dollar budget. This includes demonstrated experience in planning, developing, and advocating for a multi-billion-dollar budget involving a wide variety of stakeholders (e.g., Executive Branch organizations, Congressional organizations, commercial, Office of Management and Budget, and advisory boards and committees)

MTQ 2: Demonstrated experience leading and managing business and financial activities, including planning, analysis, execution and audit to perform long-term business financial planning and strategic assessments for a large and complex organization.
